Due to the railroad on the south <br />of County Road C, all of the widening impacts will be on the north side of the street, <br />making the road and sidewalk 15 to 20 feet closer to the properties on the north. <br /> <br /> <br />5.4 The area north of Ramsey County's project between Pascal Street and Sheldon Street, <br />abuts 10 existing single family homes. Most of these properties are considered "through <br />lots", which limits property fencing due to each having 2 front yards. <br /> <br />5.5 Currently these lots all have fences along County Road C; design, material, and height <br />vary. 9 of the 10 fences need to be removed as a part of the reconstruction project. In <br />order to reconstruct the fences at a height over 4 feet, the City of Roseville and Ramsey <br />County need to seek a variance to the code. <br /> <br />5.6 Section 1012.02 B3 (Required Yards & Open Spaces - Side or Rear Yard Only) states: <br />"fences or walls not to exceed a height of 6 Yz feet above grade except that in B or I <br />Districts or on property lines in other districts abutting B or I Districts, fences or walls <br />shall not exceed 8 feet above grade." <br /> <br />5.7 All of these properties are located across the street from an active rail line, and property <br />zoned I-I that adversely impact the property owner's privacy in their homes and back <br />yards. <br /> <br />5.8 In 2001, the City of Roseville sponsored a streetscape master planning process for County <br />Road C. After completion of the master plan and design manual, the City received <br />federal funding to implement streetscape improvements following Ramsey County's <br />County Road C reconstruction project. The City has scheduled this project for 2007. <br />Throughout the road project planning Ramsey County has been working with City staff to <br />set the foundation for the streetscape project. Project design has been completed using <br />the recommendations of the streetscape manual. These recommendations will improve <br />the appearance of fences, add landscape, and provide additional butfering for residential <br />areas. <br /> <br />5.9 There will be no impact to the front yard views of these properties. There will be no sight <br />triangle impacts for the Pascal and Sheldon Street intersections. <br /> <br />5.1 0 City Staff has reviewed the request and has determined there is justification for granting a <br />VARIANCE to Section 1012.02B2 of the Roseville City Code. <br /> <br />PF3629_RVBA_032305.doc Page 3 on <br />
