Due to the railroad on the south of County Road C, all of the widening impacts will be on the north side of the street, making the road and sidewalk 15 to 20 feet closer to the properties on the north. 5.4 The area north of Ramsey County's project between Pascal Street and Sheldon Street, abuts 10 existing single family homes. Most of these properties are considered "through lots", which limits property fencing due to each having 2 front yards. 5.5 Currently these lots all have fences along County Road C; design, material, and height vary. 9 of the 10 fences need to be removed as a part of the reconstruction project. In order to reconstruct the fences at a height over 4 feet, the City of Roseville and Ramsey County need to seek a variance to the code. 5.6 Section 1012.02 B3 (Required Yards & Open Spaces - Side or Rear Yard Only) states: "fences or walls not to exceed a height of 6 Yz feet above grade except that in B or I Districts or on property lines in other districts abutting B or I Districts, fences or walls shall not exceed 8 feet above grade." 5.7 All of these properties are located across the street from an active rail line, and property zoned I-I that adversely impact the property owner's privacy in their homes and back yards. 5.8 In 2001, the City of Roseville sponsored a streetscape master planning process for County Road C. After completion of the master plan and design manual, the City received federal funding to implement streetscape improvements following Ramsey County's County Road C reconstruction project. The City has scheduled this project for 2007. Throughout the road project planning Ramsey County has been working with City staff to set the foundation for the streetscape project. Project design has been completed using the recommendations of the streetscape manual. These recommendations will improve the appearance of fences, add landscape, and provide additional butfering for residential areas. 5.9 There will be no impact to the front yard views of these properties. There will be no sight triangle impacts for the Pascal and Sheldon Street intersections. 5.1 0 City Staff has reviewed the request and has determined there is justification for granting a VARIANCE to Section 1012.02B2 of the Roseville City Code.
