by the landowner. 5.15 The variance, if granted, will not alter the essential character of the locality: Currently there are fences along this section of road, some of these fences meet code and are 4 feet tall chain link. In the past, some of these properties have been granted variances from the code to construct 6-1/2 foot tall fences, in some cases the variance included language which also allowed the property owners to face the finished side of the fence towards the house, leaving the "unfinished" side of the fence toward the street. The proposed uniform fence will improve the aesthetics of this section of road. As mentioned previously, the County's road construction will be followed by a City streetscape project where landscaping will be installed in the boulevards and medians along this segment of County Road C. The construction of an 8 foot tall uniform cedar fence along this segment of the road is consistent with the County Road C streetscape master plan. It assists in reducing the visual and noise impacts of the street widening on these residential properties, helping to improve the buffer for the property owners in the corridor. The fences will not adversely impact adjacent properties, or the adjacent neighborhood. The Staff has determined that the allowance of V ARIANCES to Section 1012.02 of the Roseville City Code will not alter the essential character of the locality, nor adversely affect the public health, safety, or general welfare, of the city or adjacent properties. 6.0 STAFF RECOMMENDATION: 6.1 The Staff recommends approval of a 4 foot VARIANCE to Section 1012.02 B2 and Cl of the Roseville City Code to allow the construction of an 8 foot tall uniform cedar fence in the yard area adjacent to County Road C for 2650 Pascal Street, 1446, 1438, 1432, 1426, 1420, 1412, 1404 and 1398 Talisman Curve, and 2655 Sheldon Street, subject to the following conditions. a. The fence shall be of a "good neighbor" uniform design; one that looks the same from the street and yard side. b. The proposed fence shall be constructed of cedar and sealed to protect it from graymg. c. After construction, the fence will be OW11ed and maintained by the individual property owners. Fence posts will be placed on property corners to facilitate individual property owner maintenance and repair. d. Landscaping shall be installed in conjunction with the City of Roseville Streetscape project as described in the County Road C Streetscape master plan.
