<br /> <br />by the landowner. <br /> <br />5.15 The variance, if granted, will not alter the essential character of the locality: <br />Currently there are fences along this section of road, some of these fences meet code and <br />are 4 feet tall chain link. In the past, some of these properties have been granted <br />variances from the code to construct 6-1/2 foot tall fences, in some cases the variance <br />included language which also allowed the property owners to face the finished side of the <br />fence towards the house, leaving the "unfinished" side of the fence toward the street. The <br />proposed uniform fence will improve the aesthetics of this section of road. As mentioned <br />previously, the County's road construction will be followed by a City streetscape project <br />where landscaping will be installed in the boulevards and medians along this segment of <br />County Road C. The construction of an 8 foot tall uniform cedar fence along this <br />segment of the road is consistent with the County Road C streetscape master plan. It <br />assists in reducing the visual and noise impacts of the street widening on these residential <br />properties, helping to improve the buffer for the property owners in the corridor. The <br />fences will not adversely impact adjacent properties, or the adjacent neighborhood. The <br />Staff has determined that the allowance of V ARIANCES to Section 1012.02 of the <br />Roseville City Code will not alter the essential character of the locality, nor <br />adversely affect the public health, safety, or general welfare, of the city or adjacent <br />properties. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 The Staff recommends approval of a 4 foot VARIANCE to Section 1012.02 B2 and Cl <br />of the Roseville City Code to allow the construction of an 8 foot tall uniform cedar fence <br />in the yard area adjacent to County Road C for 2650 Pascal Street, 1446, 1438, 1432, <br />1426, 1420, 1412, 1404 and 1398 Talisman Curve, and 2655 Sheldon Street, subject to <br />the following conditions. <br /> <br />a. The fence shall be of a "good neighbor" uniform design; one that looks the same <br />from the street and yard side. <br /> <br />b. The proposed fence shall be constructed of cedar and sealed to protect it from <br />graymg. <br /> <br />c. After construction, the fence will be OW11ed and maintained by the individual <br />property owners. Fence posts will be placed on property corners to facilitate <br />individual property owner maintenance and repair. <br /> <br />d. Landscaping shall be installed in conjunction with the City of Roseville <br />Streetscape project as described in the County Road C Streetscape master plan. <br />Planting materials shall include vines and perennial plants along the street side of <br />the fence. <br /> <br />PF3629_RVBA_032305.doc Page 5 of5 <br />
