<br /> <br /> <br /> <br />50% in next 15 1 s a <br />Transit Hub Agreement in which the City and Rosedale renewed a major grant to <br />construct a transit hub. Cunently Roseville has a transit hub located at Rosedale. That <br />hub acts as a destination and bus rider transfer facility. It is impacted by growth in transit <br />use as well as retail successes at Rosedale. In addition, Rosedale Mall's parking lots <br />have been used by up to 350 daily Metro Transit Park and Riders. <br /> <br />As Rosedale amends/revises its land use plan, the transit hub location, the bus queing <br />lanes, and the Park and Ride Center and spaces are all impacted and may need to revise <br />their operations on the site. Any improvements at the Rosedale transit hub site will <br />require addenda to the original 1991 agreements among Rosedale, Metro Transit and the <br />City of Roseville. The cunent agreements end in 2011; 6 years from now. <br /> <br />Metro Transit has made transit hub improvements to the Rosedale site, estimated at <br />$00,000 in grant funds over the past 14 years. The grant was made by the Metro <br />Transit's predecessor (RTB) to the City of Roseville. The City is bound by the transit <br />grant agreement to monitor construction and enforce the Transit Hub Agreement between <br />the City and the owners of the Mall. The owners of the Mall are the owners of the <br />improvements made through the transit grant. If the Mall owners decide that the <br />improvements, made through the transit hub grant, are not made available to Metro <br />Transit for 20 years (through 2011) or are terminated early, the City must reimburse <br />Metro Transit 1I20th of the transit grant cost per year remaining in the agreement. <br />Amendments to the transit grant agreement require approval by both the City and Metro <br />Transit. <br /> <br />In July of 1991 the City and Rosedale approved a Transit Hub Agreement. The <br />agreement was a means to implement the Transit Hub Grant of $400,000. The Master <br />Transit Hub grant connected Roseville to the regional transit system at Rosedale <br />Shopping Center. The City and Rosedale, as a condition of the grant, created the contract <br />from which the Transit Hub and park and ride improvements were paid for. <br /> <br />The Transit Hub included the concrete wajting area for the busses as shown on an <br />approved site plan. A bus shelter paving and landscaping near the waiting area was also <br />constructed. Pedestrian lighting and signage were added. Driveways and roads were <br />realigned and construc)ed to handle the weight of busses, all in coordination with the <br />1990-1991 renovation of Rosedale. A Park and Ride bus Shelter was added near the <br />southeast Park and Ride area. The Transit agency also requested new transit <br />identifIcation signage throughout the east and southeast parking areas. <br /> <br />The Mall owners submitted designs, plans and specifications for the project to Metro <br />Transit for approval. The Mall contracted for the improvements as part of the 1990-1991 <br />general renovation to Rosedale, to be substantially completed by June 1, 1992. The City <br />used the Transit Grant to pay the Mall for 50% of the Hub design and 100% of the <br />
