<br /> <br />to a <br />property line adjacent to County Road and an 8 <br />sign lO feet from the property line adjacent to County Road B. <br /> <br />5.4 Other previous projects receiving variances to sign regulations include: Roseville <br />Shopping Center (1998), Har Mar Mall (1995), SuperAmerica at 2785 Hamline Avenue <br />(1999), B-Dale Club at 2100 Dale Street (2004), North Heights Church/School (2004), <br />and Rosedale Square (2004), with only the B-Dale Club, Har Mar Mall, and Rosedale <br />Square being approved through a variance versus the PUD process. <br /> <br />5.5 The proposed free standing ground (monument) signs will be constructed with color <br />impregnated, two tone, split-faced concrete masonry material of a similar color to that of <br />the Super Target and Perkins structures. <br /> <br />5.6 The Super Target site includes 2 similarly sized signs, both 20 feet in height and <br />including approximately 100 sq. ft. of signage. The sign proposed adjacent to Snelling <br />Avenue is a multi-tenant sign with a 10 foot split-faced concrete block base, including 25 <br />sq. ft. of signage (15 sq. ft. for Perkins and 10 sq. ft. for a outlot tenant) and a 10 foot <br />Super Target logo. The sign proposed adjacent to County Road B is a multi-tenant sign <br />with a 10 foot split-faced concrete block base, including 16 sq. ft. of signage (for an <br />outlot tenant), and a 10 foot Super Target logo. Both signs are 12 feet taller than the <br />ground sign allowance. <br /> <br />5.7 The Perkins site will include 1 sign that will stand 8 feet in height. The sign will include <br />a 4 foot base and a 6 foot "Perkins" sign. The sign is to be located adjacent to County <br />Road B, 10 feet north from the property line - a 5 foot encroachment into the required <br />setback. <br /> <br />5.8 The City Planner interprets the proposed signs to be ground signs or what is more <br />commonly referred to as a monument sign. Hence, based of the Code the two large <br />ground/monument signs on the Super Target require a 12 foot VARIANCE to Section <br />1009.03M (height) and that the Perkins ground/monument sign requires a 5 foot <br />VARIANCE to Section 1009.03M (location), because of its 10 foot setback. <br /> <br />5.9 In Section 1013 the Code states ..... Where there are practical difficulties or unusual <br />hardships in the way of carrying out the strict letter of the provisions of this code, <br />the Variance Board shall have the power, in a specific case and after notice and <br />public hearings, to vary any such provision in harmony with the general purpose <br />and intent thereof and may impose such additional conditions as it considers <br />necessary so that the public health, safety, and general welfare may be secured and <br />substantial justice done. <br /> <br />PF3635_RVBA_050405.doc - Page 3 of6 <br />
