<br /> <br />to rezone a at B <br />allow redevelopment into a new branch bank. subject parcel has a Comprehensive <br />Land Use Map designation of B (Business) and an existing zoning of B-1 (Limited <br />Business District). <br /> <br /> <br /> <br />4.2 The REZONING request (from B-1 to B-2) would allow TCF to redevelop the 1.3 acre <br />(56,200 sq. ft.) vacant parcel to a new TCF branch bank with a 4,500 sq. ft. office and 5 <br />lane drive-thm. The redevelopment proposal does not require site plan approval from the <br />Planning Commission or City Council. The submitted plans must be consistent with <br />Sections 1005 (Business Districts) and 1010 (Design Standards) of the Roseville City <br />Code. <br /> <br />4.3 The subject parcel is located directly east and across Pascal Street from the new Perkins <br />restaurant (currently under constmction) and the new Super Target (also under <br />construction), which property has a zoning of B-3, General Business District. North and <br />east of the subject parcel are the Rose Mall Apartments and the Good Samaritan Care <br />Facility, both with a zoning of B-1 , Limited Business District. Located directly south of <br />the subject parcel and across County Road B are single family homes zoned R-1, Single <br />Family Residential. <br /> <br />5.0 STAFF COMMENTS: <br /> <br />5.1 1445 County Road B was formerly occupied by Firstar Bank. However, a staff review of <br />the City Code concluded that a bank or financial institution (including drive-thru) is not <br />allowed in a B-1 zone. A further review of our historical files did not determine how or <br />why a drive-thm bank/financial institution came to be at located 1445 County Road B. <br />(The previous owner, Zimmerman Realty, also owns the adjacent Rose Mall apartments.) <br /> <br />5.2 TCF representatives met with the City Planner to discuss their intentions to redevelop the <br />former Firstar site. It was at that meeting that it was determined that the former bank site <br />improvement was non-conforming and not allowed under Section 1005.015 of the City <br />Code. <br /> <br />5.3 TCF discussed the options concluding that the most appropriate zone for this parcel <br />would be B-2, Retail Business. <br /> <br />REVIEW of REZONING: <br /> <br />5.4 Plan Consistency. When reviewing applications to rezone land, the Community <br />Development Staff first determines whether the anticipated use and subsequent zoning <br />district designations are consistent with the Roseville Comprehensive Plan. The Staff has <br />concluded that the proposed reuse of property for a bank is consistent with a land use map <br />designation of Business (B) and that the proposed use is consistent with the former bank <br />use on the site that had been in place for many years. <br /> <br />PF3642 - RCA - 061305 Page 2 of 5 <br />
