The Rice <br />Creek Watershed will review the storm water management plan for this redevelopment <br />(since it is over one acre) and issue the appropriate permit. A utility plan must be <br />submitted for review and approval to the Public Works Department that indicates the <br />location of the properly sized sanitary and storm sewer and water stubs. <br /> <br />6.4 Any new or modified driveway access permits for the site along County Road B must be <br />reviewed and approved by Ramsey County. <br /> <br />6.5 The proposed stmcture and parking, including the drive-tlml, meets the required setbacks <br />of the B-2, Retail Business District zone. Parking spaces requires (16 to 20) are adequate. <br /> <br />6.6 Signage for the site and building must meet requirements of Section 1009 of the Roseville <br />City Code and parking lot lighting will be required to meet Section 1010 of the City <br />Code. <br /> <br />6.7 A landscape plan will be required that meets the requirements of the Street Tree Master <br />Plan for boulevard trees along Pascal Street and County Road B, as well as internal <br />landscaping consistent with Section 1010. The existing mature landscaping along the <br />boulevard and within the parking setback area should be used whenever possible to soften <br />and screen the parking. <br /> <br />7.0 STAFF RECOMMENDATION: <br /> <br />7.1 Based on the information in Section 5 of the project report dated June 1,2005, the City <br />Planner recommends approval of the REZONING to allow the redevelopment of the <br />445 Road B. <br /> <br />8.0 PLANNING COMMISSION ACTION: <br /> <br />8.1 On June 1,2005, the Roseville Planning Commission held the public hearing regarding <br />the REZONING request by TCF National Bank. At the hearing the property owner and a <br />representative of TCF addressed the Commission indicating support for the request. A <br />resident from the neighborhood south of "B" pointed out that closing of the driveway <br />entry on County Road B (a right turn lane into the southeast comer of the site) could <br />reduce stacking and turning movements along that portion of"B". The Commission <br />concurred with the concerns regarding east bound left turns from" B" into the site and <br />recommend that the staff work with the County during the site plan review process to <br />resolve this issue. <br /> <br />PF3642 ReA 061305 Page 4 of 5 <br />
