Regular City Council Meeting <br /> Monday,January 26,2015 <br /> Page 6 <br /> Councilmember Laliberte thanked the Ramsey County Library for committing to <br /> $1,000 and providing space for this proposed training. Since the specific request <br /> by the HRA was for $2,000, Councilmember Laliberte questioned if that was suf- <br /> ficient if the maximum number of participants expected were attending. Since the <br /> HRC was one of the few community advisory commissions with a budget, Coun- <br /> cilmember Laliberte asked if they typically expended their entire annual budget. <br /> City Manager Trudgeon responded that the HRC typically expends their entire <br /> budget, with the major expense being for the annual Essay Contest. <br /> Councilmember Laliberte questioned recent discussions of the HRC related to gift <br /> cards. <br /> HRC Staff Liaison Kari Collins <br /> Ms. Collins advised that there was approximately $200 remaining in last year's <br /> budget, and the budget was used for receptions or seminars held throughout the <br /> year, for essay monetary awards, the Rosefest Parade, Naturalization Ceremony, <br /> and other events, it was also used for the annual $100 membership fee for the Na- <br /> tional Human Rights League. Ms. Collins noted that funds were not carried over <br /> from one year to the next to provide a buffer, and therefore, the HRC had dis- <br /> cussed purchase of a gift card with remaining funds for availability to offset costs <br /> of future expenses. <br /> Councilmember McGehee expressed her support for this training, based on her <br /> understanding that the $2000 was needed to secure the event; and that other dona- <br /> tions may be received that could reduce the expense, but the HRC would be una- <br /> ble to proceed until this amount had been reserved. <br /> McGehee moved, Laliberte seconded, approval of an increase in the Human <br /> Rights Commission 2015 budget to host civility training in 2015 to be funded <br /> from the Communications Fund. <br /> Friendly Amendment <br /> Since the HRC budget was funded through the General Fund, Mayor Roe offered <br /> a friendly amendment to the motion that General Fund monies be used versus <br /> Communication Fund monies; stating his concern in continuing to dip into the <br /> Communications Fund too often. <br /> Makers of the motion agreed to the friendly amendment. <br /> Roll Call (As Amended) <br /> Ayes: Willmus, Laliberte, Etten, McGehee, and Roe. <br /> Nays: None. <br /> j. Approve Resolution Awarding Bid for 2015 Meter Replacement Project <br />
