REQUEST FOR COUNCIL ACTION <br /> Date: March 2, 2015 <br /> Item No.: 8.g <br />Department Approval City Manager Approval <br />Item Description: Approve Public Works Department Organizational Changes <br />B <br />ACKGROUND <br />1 <br />Public Works staff dicussed with the Council on January 26, 2015, proposed organizational <br />2 <br />changes to the department that had been anticipated in the department strategic plan. Due to a <br />3 <br />retirement, an opportunity to revisit our staffing and service delivery needs presented itself. <br />4 <br />Public Works staff recommended contracting facility management to the private sector and <br />5 <br />creating a customer service position along with shifting of a number of duties within the <br />6 <br />Department. The redistribution of duties and responsibilities will require a reclassification of the <br />7 <br />Department Assistant to Database Specialist to match the level of responsibility to the city <br />8 <br />compensation system. <br />9 <br />The 2015 Public Works budget request contained an additional entry level customer service <br />10 <br />position for the department to fill a need for additional staff time to allow for current more <br />11 <br />skilled staff to focus on higher level duties.This requires shifting of a number of duties and <br />12 <br />responsibilities for a number of existing positions and necessitates a reclassification of the <br />13 <br />Department Assistant position to Database Specialist. The job summaries and pay ranges for <br />14 <br />these positions are as follows: <br />15 <br />Job Summary: Office Assistant <br />16 <br />The Office Assistant is the front line support for the Public Works Department. This position <br />17 <br />provides entry level customer service and office support that assists staff in achieving their goals <br />18 <br />and objectives of providing for transportation, utility, and facility infrastructure and maintenance <br />19 <br />for the City of Roseville. <br />20 <br />Pay Grade 4 $18.20-$21.92 hourly <br />21 <br />Job Summary: Database Specialist <br />22 <br />The Database Specialist provides the database management and administrative support for the <br />23 <br />Public Works Department in achieving their goals and objectives of providing for the <br />24 <br />construction and maintenance of transportation, utility, and facility infrastructure for the City of <br />25 <br />Roseville. <br />26 <br />Pay Grade 9 $26.25-$31.63 hourly <br />27 <br />PO <br />OLICYBJECTIVE <br />28 <br />The City and the Public Works Department strives to provide efficient and effective services <br />29 <br />utilizing skilled staff matched to the needs of the service area.
