It is not an if-you-build-it-they-will-come proposition. Cities must engage with <br />relevant discussion topics, respond within reasonable time frames, and show that residents <br />opinions are being heard and that actual 2-way communications are taking place. It is important <br />to have a plan and that structure is provided in order for residents to engage.
