If this proposal did not pro- <br /> ceed, Ms. Hagen expressed her concern that another long process would be re- <br /> quired, especially given the many issues already faced by her husband and former <br /> tenants on the site who were given eviction notices by the City when previous de- <br /> velopments seemed inevitable and forthcoming, but were later tabled for a num- <br /> ber of years. With this current development interest, Ms. Hagen opined that it <br /> was time to complete redeveloping this area, and reiterated her impression that <br /> this would be seen as an asset to the entire community. <br /> Clarifications of Public Comment Issues <br /> Assessment to Benefitting Properties or Areas <br /> Mayor Roe clarified that this was related to the initial Twin Lakes analysis and <br /> study on options to finance infrastructure improvements in the overall Twin Lakes <br /> area and possible definition of benefitted areas in accordance with state statutes. <br /> Mayor Roe advised that more recently, the City had made the decision to move <br /> from that option, and clarified that the option was not currently on the table other <br /> than assessing specific projects that benefitted and were in the immediate area on- <br /> ly. <br /> HDR Zoning Districts <br /> Mayor Roe stated that this perception may be a misrepresentation of previous City <br /> Council discussions, specific to the areas considered as HDR zoning. In the <br /> "green strip" as displayed by Ms. McCormack, Mayor Roe noted that the City <br /> Council had talked about changing current zoning from HDR to Community <br /> Mixed Use (CMU), which would still allow for HDR uses; and that discussion <br /> was not necessarily framed to indicate the City Council did not want HDR uses <br /> in that area. <br /> Traffic Volumes and Updated Study <br /> At the request of Councilmember Laliberte, City Manager Trudgeon confirmed <br /> that the updated traffic study was scheduled for presentation to the City Council at <br /> their February 23, 2015 meeting. For the benefit of residents, Councilmember <br /> Laliberte noted that Ramsey County had been invited to attend that meeting as <br /> well, since Fairview Avenue and other impacted roadways and/or intersections <br /> were under Ramsey County's jurisdiction. <br /> Mayor Roe further noted that part of the overall review of the Twin Lakes Rede- <br /> velopment Area had been acknowledgement that those intersections were not cur- <br /> rently working as they should, and any thoughts on improving traffic flow should <br /> include Ramsey County or other jurisdictions as applicable and in conjunction <br /> with City's plans at Twin Lakes. <br /> Council Positions <br /> Mayor Roe noted that the developer was not seeking any request for action from <br /> the City Council at this meeting; however, he noted Sherman Associates' concern <br />
