Regular City Council Meeting <br /> Monday, February 23, 2015 <br /> Page 17 <br /> Discussion among Councilmembers and the developer included the number of <br /> units proposed on this site and at Cherrywood Pointe (110 units and 115 units re- <br /> spectively); acreage of the ball field (just under 6 acres); proposed acquisition by <br /> the City of the ballfields and necessary parking; anticipated underground parking <br /> of 110 stalls; and average size of units and their costs (estimated at from 1,000 to <br /> 1,650 square feet at a cost range of$210 per square foot. <br /> Mayor Roe thanked Mr. Carey for the presentation and update, offering the City's <br /> interest in the next steps. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 8:07 p.m., and reconvened at approximately <br /> 8:16 p.m. <br /> 12. Public Hearings <br /> a. Public Improvement Hearing for the Reconstruction of Victoria Street be- <br /> tween Larpenteur Avenue and County Road B <br /> City Engineer Marc Culver introduced this project as detailed in the February 23, <br /> 2015 RCA and attached Feasibility Report for Project P-ST-SW-15-02 (Attach- <br /> ment D). <br /> Councilmember Laliberte questioned why this was a reconstruction project versus <br /> a mill and overlay project since there appeared to be no utility infrastructure <br /> breakdowns of note. <br /> Mr. Culver advised that this road, turned back from Ramsey County was not con- <br /> structed to City standards as it related to the base materials, and had only been <br /> minimally maintained by the County over the last forty years of this roadway's <br /> existence, causing concern for future costs over and beyond typical Pavement <br /> Management Program (PMP)maintenance efforts. <br /> Regarding the section adjacent to the cemetery, at the request of Councilmember <br /> Laliberte, Mr. Culver confirmed that the sidewalk was proposed on the east side <br /> throughout the entire project area, with mailboxes moving to the westside. <br /> Mr. Culver also clarified that the roadway would be a typical roadway section for <br /> boulevard installation, offset 5' from the existing roadway, and addressing exten- <br /> sive wetlands,based on consultation with MnDOT, Ramsey County and the ap- <br /> plicable watershed district; and reviewed stormwater management plans in vari- <br /> ous areas of the project depending on slopes, urban design standards for curb and <br /> gutter installation, and mitigating current drainage directly into wetlands and uti- <br /> lizing best management practices (BMP's) where available. <br />
