Twin Lakes Area Traffic Study Update <br /> City Engineer Marc Culver provided background information for design and <br /> completion of Twin Lakes Parkway; and to verify and/or respond to other ques- <br /> tions raised regarding accuracy of the previous traffic study and changes in the ar- <br /> ea and within the region. <br /> Mr. Culver advised that the City Council had previously directed staff to contract <br /> with a traffic consultant to update the 2007 traffic study and the original Alterna- <br /> tive Urban Area-wide Review (AUAR) completed in 2001. Mr. Culver noted that <br /> the study included changes in traffic volume, corridors and intersections, and im- <br /> pacts of an extension of Twin Lakes Parkway. Mr. Culver introduced Mr. <br /> Vaughn. <br /> SRF Consulting Group Traffic Engineer Craig Vaughn <br /> Mr. Vaughan noted that he had also performed the 2007 traffic study as well as <br /> this update; and appreciated the opportunity to verify his previous data and mod- <br /> eling with the realities under this update. <br /> Mr. Vaughn's presentation highlighted data and findings encapsulated in his <br /> Memorandum dated February 12, 2015 (Attachment A) and included with the <br /> RCA. <br /> Those highlights included recognizing the expanded study area not originally in- <br /> cluded in past analyses and bounded by Snelling Avenue, Cleveland Avenue, <br /> County Road D and County Road C within the City of Roseville. Mr. Vaughan <br /> noted this involved sixteen key intersections, with two found to already be operat- <br /> ing unacceptably (Lincoln Drive and Snelling Avenue as they intersected with <br /> County Road C. <br /> Some of the findings and comparisons included: changes to the 2030 regional <br /> travel demand model since the 2007 AUAR study (page 13); operation levels of <br /> the sixteen key intersections and their operations (page 7); recommended roadway <br /> improvements under future conditions (page 18); and recommended improve- <br /> ments under all three scenarios for Fairview and Lydia Avenues (page 22); in ad- <br /> dition to the affects projected for extension of Twin Lakes Parkway (pages 23 — <br /> 25). <br /> City Council Discussion <br /> At the request of Councilmember McGehee, Mr. Vaughn reviewed industry <br /> standard traffic modeling was done and calculations applied, and differential in- <br /> formation used in a regional travel demand model utilizing existing conditions <br /> and travel volumes in the area today and how it could exist based on traffic origi- <br />
