Attachment B <br />of the Citys motives but pleased their opinions were apparently being respected. <br />Mr. Matwood noted the changed atmosphere at the end of that process, with the <br />neighborhood 100% supportive of the 25-unit development being proposed. <br />However, since those meetings ended, Mr. Matwood opined that the neighborhood <br />had not been re-engaged by the City Council in the process, and he would definitely <br />appreciate the opportunity to be involved and hear options moving forward to get <br />past this stalemate. Mr. Matwood asked that he and the neighborhood be kept in <br />the loop and retain a voice in the whole process, since the neighbors had a vested <br />interest in the outcome. <br /> <br />Motion Restated <br />Laliberte moved, Willmus seconded, to NOT move forward with the City <br />Managers recommendation to withdraw City participation in the Dale Street <br />project. <br /> Roll Call <br />Willmus, Etten, McGehee, Laliberte and Roe. <br />Ayes: <br />None. <br />Nays: <br /> <br />Councilmember Willmus suggested it and sought discussion as to the City <br />Councils desire for the City Council to convey property back to the City, with the <br />rationale that due to this process being fairly fluid it could move more rapidly with <br />the City Councils more frequent meeting schedule versus that of the HRA, which <br />may prove critical in getting something accomplished. <br /> <br />Mayor Roe suggested this may be a more appropriate topic of discussion at a joint <br />meeting with the HRA. <br /> <br />Willmus moved, Etten seconded, requesting sale of the HRA property on Cope <br />Avenue to the City of Roseville. <br />Councilmember McGehee spoke in support of the motion, given the details needed <br />for a contract, Development Agreement and liability issues. Councilmember <br />McGehee opined that the most important work of the whole process had been done <br />and done in an excellent manner by the HRA in involving the neighborhood, and <br />did not see the proposed action as a criticism of the HRA in any way. <br />Councilmember McGehee further opined that the HRA was the only entity to run <br />the process to get everyone to this point. <br />Councilmember Willmus concurred with Councilmember McGehees comments. <br />Councilmember McGehee agreed that the neighbors should see the plans for the 18 <br />unit proposal, and the HRA should and could perform that task; but opined that the <br />City Councils ability to complete any contracts in a quicker way would prove more <br />beneficial. <br /> <br />Councilmember Laliberte agreed as well; and opined that from this point on the <br />City Council was in a better position to keep the project moving forward. <br /> <br />
