establish the exact mechanism nor the documentation that will be required if the RHRA is
in agreement with this new relationship.

If the RHRA is in agreement with the City Councils request, the RHRA will receive the
funds necessary to replenish its accounts earlier than would be possible under the
previous simultaneous closing approach. The RHRA will also be removed from formal
approvals, but the City Council did indicate a desire to still work with the RHRA and
mentioned that if there are any plan changes proposed, that it may seek assistance from
the RHRA to continue to lead the neighborhood outreach since the RHRAs previous
process has been considered to be a success and is popular in the neighborhood.

One other change that the recommended action will entail is at the staff level. If the
RHRA approves of the City Council action, the responsibility for negotiations will
transfer to the Community Development Director and the City Attorneys rather than the
HRA staff and HRA attorney. Of course, the Executive Director of the RHRA and
RHRA attorney will still be involved in working through the property transfer and in an
ongoing support role to the City staff, much as City staff has been serving in a support
role to the HRA staff up to this time.

3.0
Staff Recommended Action

Offer a motion to authorize HRA staff and the HRA attorney to explore the correct legal
process, begin negotiations with the City and prepare the required documents necessary to
sell the HRA owned parcels to the City Council.

Prepared by: Paul Bilotta, Community Development Director (651-792-7071)

Attachment A: Expired Memorandum of Understanding
B: Excerpt draft minutes from the City Council meeting February 23, 2015

RHRA_ Agenda (2-27-15) - Page 2 of 2
