Attachment B <br /> <br />Regular City Council Meeting <br />DRAFT Minutes DRAFT <br />City Hall Council Chambers, 2660 Civic Center Drive <br />Monday, February 23, 2015 <br />9:12 pm EXCERPT <br />a.Dale Street Fire Station Redevelopment <br /> City Manager Trudgeon briefly reviewed this request based on recent updates and <br />actions of the Housing & Redevelopment Authority (HRA) and current status of <br />the development. Mr. Trudgeon noted that only Phase I of the project is assured <br />for funding through Western Bank at this time, with Phases II and III funding only <br />anticipated at this point, with no assured funding. <br /> <br />Mr. Trudgeon reviewed action of the HRA at their February 17, 2015 meeting, after <br />considerable discussion and another opportunity for public comment, as well as <br />input from Greater Metropolitan Housing Corporation (GMHC), a representative <br />of Western Bank, and their development team. With six of the seven Board <br />Members present, Mr. Trudgeon advised that no clear consensus had been achieved <br />for the two motions considered by the HRA, and therefore, the HRA had tabled <br />action at the meeting, with those actions highlighted as follows. <br /> <br />Motion: Member Wall moved, seconded by Member Majerus to direct staff to work with <br />GMHC on Phase I; and specific to Phases II and III, directed staff to come back to the <br />HRA with a process to proceed with, not necessarily exclusive to GMHC. <br />Ayes: 3 (Wall, Elkins, Lee) <br />Nays: 3 (Majerus, Etten, Maschka) <br />Motion failed. <br /> <br />Motion: Member Maschka moved, seconded by Member Majerus to direct staff to <br />terminate any further relationship with GMHC and authorize staff to start the process <br />to solicit other potential builders/developers for proposals of medium-density, owner- <br />occupied housing that recognizes the existing development concept (Staff Option #3). <br /> <br />Ayes: 3 (Majerus, Maschka, Etten) <br />Nays: 3 (Wall, Elkins, Lee) <br />Motion failed. <br /> <br />Motion: Member Majerus moved, seconded by Member Etten moved to TABLE action <br />on this item to a date not specific; and directed staff to poll members to schedule a special <br />HRA meeting to further consider this item only. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br /> <br />
