Human Rights Commission Minutes <br />February 18, 2015 – Draft Minutes <br />Page 4 of 9 <br />Chair Groff stated based on the participation this year a budget of $400 would be more <br />137 <br />appropriate. <br />138 <br />139 <br />Commissioner Becker moved and Commission Singleton seconded a motion to recognize <br />140 <br />four (4) winners; first place for $100, second place for $75, and a tie for third place for $50 <br />141 <br />each, and $125 for a reception for a total budget not to exceed $400. <br />142 <br />143 <br />Commissioner Bachhuber expressed concerns about the ranking calculations and she would like <br />144 <br />to see if the essays would rank the same if the total percentages were looked at rather than the <br />145 <br />just the second group rankings. <br />146 <br />147 <br />Ms. Collins stated the top three essays were the same for both groups but they were in a different <br />148 <br />order. She would need to know the winner in order to provide the essay to the League of <br />149 <br />Minnesota Cities. <br />150 <br />151 <br />Commissioner Bachhuber stated she would be able to provide the rankings after the meeting. <br />152 <br />153 <br />Youth Commissioner Dao arrived at 6:30 p.m. <br />154 <br />155 <br />Commissioner Becker amended the motion seconded by Commissioner Singleton to <br />156 <br />recognize three (3) winners; first place for $100, second place for $75, and third place for <br />157 <br />$50 and average the scores for all participants to determine the rankings based on average <br />158 <br />score and establish a reception budget at the next Human Rights Commission meeting. <br />159 <br />160 <br />Commissioner Bachhuber asked if the Commission would need to discuss what to do if the <br />161 <br />winning essay does not answer the question. <br />162 <br />163 <br />Commissioner Singleton stated he and Chair Groff would discuss this in Committee and it may <br />164 <br />be possible that the essay sent to the League is not the first place essay. <br />165 <br />166 <br />The amended motion was called to a vote. The motion passed unanimously. <br />167 <br />168 <br />d.Review and Consider Amendments to the By-Laws <br />169 <br />170 <br />Commissioner Thao stated Article 4, Item C states: The Commission shall, from time to time, <br />171 <br />recommend to the City Council appointment of up to three (3) youth residents in Roseville under <br />172 <br />the age of eighteen (18) and still attending school. She asked how Youth Commissioner Dao <br />173 <br />would fit into this because she was over eighteen (18) but she was in college. <br />174 <br />175 <br />Youth Commissioner Dao stated this had been extended to up to the age of twenty-one (21) and <br />176 <br />a resident of Roseville attending school. She stated this had been brought up prior to her turning <br />177 <br />eighteen (18) and should have been changed at that time in the By-Laws. <br />178 <br />179 <br />Commissioner Singleton clarified if the Commission had voted to extend this then it would be <br />180 <br />amended in the By-Laws. <br />181 <br /> <br />
