Human Rights Commission Minutes <br />February 18, 2015 – Draft Minutes <br />Page 6 of 9 <br />their Operations Committeeby the chair, although any Commissioner can attend any Operations <br />227 <br />Committee meeting. <br />228 <br />229 <br />Commissioner Singleton suggested changing the language to reflect the members of the <br />230 <br />Operations Committee would be the Chair, the Vice Chair, and a Commissioner appointed by the <br />231 <br />Chair. <br />232 <br />233 <br />Commissioner Carey stated the Operations Committee section defines the members as the Chair, <br />234 <br />Vice Chair, and the Chair of any other standing committee and any other member of the <br />235 <br />Commission that wished to attend. <br />236 <br />237 <br />Youth Commissioner Dao clarified the only remaining standing committees would be the <br />238 <br />Operations Committee and the Youth Commissioners Committee. <br />239 <br />240 <br />Chair Groff stated the Operations Committee would only meet if there was an emergency or a <br />241 <br />definite need to meet. <br />242 <br />243 <br />Ms. Collins stated the description for the Youth Commissioner Committee would be the general <br />244 <br />duties of a Youth Commissioner and not just the Committee and this could be included under <br />245 <br />Membership and Responsibilities of a Youth Commissioner under Article 4, Item D. <br />246 <br />247 <br />Vice Chair Thao stated she would provide any word changes to Ms. Collins. <br />248 <br />249 <br />Ms. Collins stated she would provide a draft of the By-Laws incorporating the recommended <br />250 <br />changes for the Commission to review and adopt at a future meeting. <br />251 <br />252 <br />Commissioner Becker stated when the By-Laws were first draftedr part of the charge for the <br />253 <br />HRC was civic engagements but this has since changed and this nowseeminglyfalls under the <br />254 <br />charge of the Community Engagement a different CommitteeCommission.However, tThe City <br />255 <br />Council has not taken any action to remove this language from the Ordinance that established the <br />256 <br />HRC. He asked if the Commission would want to remove the civic engagement language from <br />257 <br />its charge, if the Commission would want to lobby the Council to remove this language from the <br />258 <br />Ordinance and if the Commissioner would want to change the By-Laws to reflect these changes. <br />259 <br />260 <br />Chair Groff suggested leaving this language regarding civic engagement until the Ordinance has <br />261 <br />been changed by the City Council. <br />262 <br />263 <br />e.Karen Engagement Update <br />264 <br />265 <br />Ms. Collins explained the Task Force that had been established to help fill service gaps for the <br />266 <br />Karen population and the proposal from ECHO. She stated the Housing and Redevelopment <br />267 <br />Authority had approved $10,000 towards this project of putting together 5 short videos that will <br />268 <br />be produced in several languages and can be used as learning tools on rental rights and <br />269 <br />responsibilities for people moving to the area. There has been interest from other agencies to <br />270 <br />provide funding for this project as well. <br />271 <br /> <br />
