REQUEST FOR COUNCIL ACTION <br /> Date: March 23, 2015 <br /> Item No.: 14.a <br />Department Approval City Manager Approval <br />Item Description: Approve Change in Job Description of Community Service Officer within <br />the Police Department <br />B <br />ACKGROUND <br />1 <br />The Police Department wishes to increase its positive interactions with the diverse community of <br />2 <br />Roseville. The Department spends a considerable amount of time interacting with the citizens <br />3 <br />and visitors to Roseville and wishes to expand its cadre of Community Service Officers to better <br />4 <br />assist the City in making Roseville a more inclusive and welcoming city. <br />5 <br />On February 9, 2015, Department staff presented to Council the option of reinstating a Police <br />6 <br />Cadet position with increased community outreach duties as an opportunity to reach this goal. <br />7 <br />The Police Cadet position was utilized by the Police Department in past years to successfully <br />8 <br />recruit and retain quality candidates for police officer positions. The Cadet position was removed <br />9 <br />from the Police Department’s annual budget in 2003. <br />10 <br />th <br />This option was presented and tabled at the regular City Council meeting on February 9. At the <br />11 <br />time it appeared the Council would instead consider adding a Community Service Officer <br />12 <br />position with an enhanced job description. The Department recognizes the advantages of this <br />13 <br />opportunity as well considering there is also a rich history of promoting CSOs to full time police <br />14 <br />officer positions. <br />15 <br />With only three part-time CSO positions, current employees are needed to fulfill already <br />16 <br />established job duties. Adding an additional CSO position and changing the job description to <br />17 <br />include an enhanced community liaison role will benefit the Department by augmenting its part- <br />18 <br />time staff and create one more opportunity to focus on positive interactions with Roseville’s <br />19 <br />diverse community. <br />20 <br />21 <br />The Community Liaison role will be shared among CSO staff as they are rotated in and out of <br />22 <br />the unit as their education and careers progress.An educational component will be added to the <br />23 <br />CSO program. Monthly meetings will be coordinated to discuss outreach initiatives and <br />24 <br />strategies to determine how the Department can better meet the needs and challenges of our <br />25 <br />diverse community. The Community Relations Coordinator will help facilitate the meetings. A <br />26 <br />draft of potential topics to be discussed in monthly staff meetings is attached to the RCA. We <br />27 <br />anticipate the entire Department will become more knowledgeable about the City it serves by <br />28 <br />capitalizing on the information gathered and discussed at the monthly CSO meetings and through <br />29 <br />Page 1 of 3 <br />
