The Department has a rich history of promoting CSOs <br />30 <br />to police officers and we expect the experience and knowledge gained through the CSO program <br />31 <br />will encourage the overall professional development and cultural awareness in the Department in <br />32 <br />order to better serve Roseville. <br />33 <br />Hiring considerations for the CSO position will be directed to multicultural applicants with <br />34 <br />preference given to those with second language skills or demonstrated experience interacting <br />35 <br />with and organizing diverse communities. The Police Department expects the additional CSO to <br />36 <br />help build positive relationships and increase communication between the Department and the <br />37 <br />growing number of multicultural residents in Roseville to further develop a safe and livable <br />38 <br />community. <br />39 <br />Several suburban agencies in Hennepin County operate a Joint Community Police Partnership <br />40 <br />and their multicultural positions are integral to its operation. These cities have successfully <br />41 <br />increased diversity within their police departments by taking part in the partnership and utilizing <br />42 <br />the multicultural positions. The Roseville Police Department recognizes these accomplishments <br />43 <br />and seeks to achieve similar outcomes through creating a Community Liaison role within the <br />44 <br />CSO division. <br />45 <br />46 <br />The change in job description is as follows: <br />47 <br />48 <br />The Community Service Officer (CSO) may be assigned in a Community Liaison role to assist <br />49 <br />the Department in focusing on law-enforcement and crime-prevention strategies within diverse <br />50 <br />communities utilizing multicultural and bilingual interactions. While working in this capacity, <br />51 <br />this position will report to the Lieutenant of Patrol. <br />52 <br />53 <br />Preference will be given to candidates who have fluency speaking, reading and writing a second <br />54 <br />non-English language; Hmong, Karen, Somali, Spanish, or Thai are preferred. <br />55 <br />56 <br />PO <br />OLICYBJECTIVE <br />57 <br />To align staff roles, at appropriate levels, with qualified employees in order to carry out the <br />58 <br />strategic vision and goals of the City. <br />59 <br />60 <br />BI <br />UDGET MPLICATIONS <br />61 <br />The position was not funded as part of the 2015 budget. It is anticipated the cost in 2015 will be <br />62 <br />approximately $16,550. Due to an unexpected vacancy in the Patrol Division the Department <br />63 <br />expects to use extra salary money to pay the costs in 2015. <br />64 <br />65 <br />In 2016 the Department will shift existing budget money to fund the position.
