City Council Meeting Retreat <br /> Tuesday, February 18, 2015 <br /> Page 34 <br /> Also in addressing the financial side, Councilmember Laliberte noted the consid- <br /> eration of whether resources were being used well and accomplishing the desired <br /> outcome. <br /> Councilmember Willmus questioned if it could be tied into something easily <br /> measured and put into a metric, such as"if we have greater departmental coopera- <br /> tion, it will lead to a higher quality of life (e.g. land use issues). <br /> Mr. Rapp suggested the KOI as: "monitor operational effectiveness;" with the tar- <br /> get: "adopted effectiveness measured in core service as defined" by those busi- <br /> ness or service delivery measurements used. <br /> Councilmember McGehee opined that was not what she was seeking, but as stated <br /> by Councilmember Laliberte a more collaborative effort, even though it may not <br /> be an observable measurement. <br /> By setting a target for it as he suggested above, Mr. Rapp opined that it invites <br /> staff discussion to look into all ways to accomplish it, hoping that it included col- <br /> laboration across the lines and how to best do so. Mr. Rapp noted this could also <br /> involved benchmarking Roseville against other communities and searching out <br /> other models. <br /> Mayor Roe noted it also could involve collaboration among other units of gov- <br /> ernment or agencies. <br /> By putting too much emphasis upfront on describing the "how," Mr. Rapp cau- <br /> tioned that it didn't allow staff to proceed in assessing how and where they could <br /> accomplish that collaboration. <br /> Councilmember Laliberte spoke in support of Mr. Rapp's measurements, and <br /> while maybe all goals wouldn't succeed, some additional ones may come forward <br /> in the future. In the context of collecting tax dollars, Councilmember Laliberte <br /> supported this way to say that at the end of the two year timeframe, the City was <br /> more efficient and used equipment, materials and people in the right way and in <br /> the right places. Councilmember Laliberte opined that those details were best <br /> figured out by staff for the most part. <br /> Mayor Roe concurred, opining that it got to all the areas, while allowing the City <br /> Manager to define the most cost-effective way to accomplish the various goals. <br /> Councilmember McGehee questioned how this fit with the huge interest she'd <br /> heard from staff in moving toward collaborative versus silo problem solving, <br /> Councilmember Laliberte responded that it would be their choice to do so or not. <br />
