City Council Meeting Retreat <br /> Tuesday, February 17, 2015 <br /> Page 13 <br /> Mr. Rapp offered a list of challenges he was hearing and after more discussion, suggested <br /> refinement of that list. <br /> • Engagement <br /> • Housing <br /> • Redevelopment <br /> • Ineffective/effective decision-making <br /> • Public safety implications <br /> • Determining priorities/greatness <br /> • Organizational value proposition/service delivery premise <br /> • Service levels/quality <br /> Mr. Rapp provided examples of strategic challenge such as: <br /> Financial instability, tax base <br /> Community unrest, services/taxes <br /> Infrastructure condition/age/quality <br /> Development/redevelopment, economic decline <br /> Organizational effectiveness/efficiency <br /> Workforce issues, replacement,performance, discontent <br /> Councilmember Laliberte opined that it was important to keep the City's aging infrastruc- <br /> ture and funding for it on the radar. <br /> Mayor Roe expressed his surprise that didn't end up on one of the lists. <br /> Finance Director Miller opined that one thing still missing was the decision point of what <br /> the City chose to be great at and what they only sought to attain a level of good; by set- <br /> ting priorities or somehow deciding what they wanted and subsequently how to allocate <br /> resources accordingly. <br /> Councilmember McGehee suggested that reviewing the process to change engagement <br /> and collaboration among staff departments, coupled with proactive development, should <br /> provide additional time on the frontend that may not prove expensive or actually cost <br /> more. Councilmember McGehee opined that much more staff time and finances had been <br /> spent to coerce or ameliorate problems due to being reactive versus proactive. <br /> Mayor Roe observed that, in the desire for customer intimacy versus organizational con- <br /> trol, somehow that was going to need to be dealt with. <br /> At the prompting of Councilmember Laliberte, participants concurred with the comments <br /> expressed by Finance Director Miller. <br /> Councilmember McGehee questioned front-line staff if they saw things becoming more <br /> automatic as more engagement issues were fixed, and if that happened, whether one-on- <br /> one or in general, it was done without being more expensive. <br />
