ATTACHMENT B
8 12. Request for reevaluation of the License Type:
ag Staff response: Based upon the license types assigned, all 12 buildings are
4o subject to renewal inspections after 6 months (with payment of license fees).
4 Renewals for this project will be July 1, 2015 (the same date as for the other 18
42 buildings that also received D type licenses). If the owner self-inspects each
4.s building and corrects all similar violations, the license type assigned to each
« building should improve, with a longer timeframe between renewal dates.
4 However, it should be noted that there were exterior violations identified in the
45 inspection report which could not be corrected during the cold winter months.
4 i Based on the City Council's action on February 23`d, any property owner may
4 enter into a Memorandum of Understanding, for repairs that will take longer
4 timeframes, and therefore, receive a higher type of license.
50 13. Postpone 6 month (06/30/2015) inspection and waive license fee until January
15 2016 or later:
52 Staff response: Due to the Type D License Types assigned at the initial
53 inspection, the ordinance stipulates the 12 buildings are to be re-inspected after a
15<=s 6 month period. The renewal packet has been sent to G& G Management and
55 includes assigned inspection dates of May 18-22, 2015.
56 Note: No pictures of violations are taken during rental license inspections out of deference to
5£ residents and for privacy purposes. If appeals board members wish to have a visual reference of
5g the issues under appeal, it is recommended they visit the complex of 12 buildings prior to the
5 scheduled meeting.
16t7 STAFF RECOMMENDATION
6 Staff recommends that City Council deny the appeal by G& G Management and require the
62 renewal inspections and payment of %es remain at the 6 month interval as required in the
s ordinance (based on the License Type assigned to each of the 12 buildings). This
6 recommendation is based on the following:
s Roseville's City Council adopted Ordinance Number 1456 requiring all multi-family
66 buildings of 5 or mare dwelling units to undergo inspections, be licensed by the City,
s and, be subject to renewal licensing, inspections and fees.
163 The ardinance implementation plan assigns a specific license type to each individual
s multi-family building based upon the number of Roseville City Code building
o maintenance and public nuisance violations identified during the inspection
Well in advance of the initial inspection date a brochure and additional information,
2 identifying the most common and typical types of violations, was sent to all multi-
3 family building owners (including G& G Management LLC). This information
included an encouragement to pre-inspect and repair their buildings before their
75 inspection date in-order to achieve a higher license type.
s All multifamily rental buildings throughout Roseville were inspected and subject to the
same inspection process and the same inspection criteria.
  All twelve of G& G Management's multi-family buildings received a D type license
based on the number of building maintenance and public nuisance violations observed.
so The ordinance requires all D licensed properties to renew their license, pay the renewal
 8 fee, and be re-inspected, at a 6-month interval.
1 Request far Board of Adjustments and Appeals
Page 5 of 6
