Request for reevaluation of the License Type: <br />� ag Staff response: Based upon the license types assigned, all 12 buildings are <br />�4o subject to renewal inspections after 6 months (with payment of license fees). <br />�4� Renewals for this project will be July 1, 2015 (the same date as for the other 18 <br />� 42 buildings that also received D type licenses). If the owner self-inspects each <br />� 4.s building and corrects all similar violations, the license type assigned to each <br />��« building should improve, with a longer timeframe between renewal dates. <br />�4� However, it should be noted that there were exterior violations identified in the <br />� 45 inspection report which could not be corrected during the cold winter months. <br />� 4 i Based on the City Council's action on February 23`d, any property owner may <br />�4� enter into a Memorandum of Understanding, for repairs that will take longer <br />�4� timeframes, and therefore, receive a higher type of license. <br />� 50 13. Postpone 6 month (06/30/2015) inspection and waive license fee until January <br />15 � 2016 or later: <br />� 52 Staff response: Due to the Type D License Types assigned at the initial <br />� 53 inspection, the ordinance stipulates the 12 buildings are to be re-inspected after a <br />15<=s 6 month period. The renewal packet has been sent to G& G Management and <br />� 55 includes assigned inspection dates of May 18-22, 2015. <br />� 56 Note: No pictures of violations are taken during rental license inspections out of deference to <br />� 5£ residents and for privacy purposes. If appeals board members wish to have a visual reference of <br />� 5g the issues under appeal, it is recommended they visit the complex of 12 buildings prior to the <br />�5� scheduled meeting. <br />16t7 STAFF RECOMMENDATION <br />� 6 � Staff recommends that City Council deny the appeal by G& G Management and require the <br />� 62 renewal inspections and payment of %es remain at the 6 month interval as required in the <br />� s� ordinance (based on the License Type assigned to each of the 12 buildings). This <br />� 6� recommendation is based on the following: <br />� s� Roseville's City Council adopted Ordinance Number 1456 requiring all multi-family <br />� 66 buildings of 5 or mare dwelling units to undergo inspections, be licensed by the City, <br />�s� and, be subject to renewal licensing, inspections and fees. <br />163 The ardinance implementation plan assigns a specific license type to each individual <br />� s� multi-family building based upon the number of Roseville City Code building <br />� �o maintenance and public nuisance violations identified during the inspection <br />� �� Well in advance of the initial inspection date a brochure and additional information, <br />� �2 identifying the most common and typical types of violations, was sent to all multi- <br />� �3 family building owners (including G& G Management LLC). This information <br />� �� included an encouragement to pre-inspect and repair their buildings before their <br />� 75 inspection date in-order to achieve a higher license type. <br />� �s All multifamily rental buildings throughout Roseville were inspected and subject to the <br />� �� same inspection process and the same inspection criteria. <br />� �� All twelve of G& G Management's multi-family buildings received a D type license <br />� �� based on the number of building maintenance and public nuisance violations observed. <br />� so The ordinance requires all D licensed properties to renew their license, pay the renewal <br />� 8 � fee, and be re-inspected, at a 6-month interval. <br />1 Request far Board of Adjustments and Appeals <br />Page 5 of 6 <br />
