<br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota, was held on the 28th day of April, 2003, at 6:30 p.m. <br /> <br />The following members were present: Klausing, Maschka, Schroeder, Kough and Kysylyczyn <br />and the following were absent: <br /> <br />Council Member Maschka introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. 10089 <br />A RESOLUTION APPROVING A CONDITIONAL USE PERMIT FOR QWEST <br />WIRELESS TO ERECT A 54 FOOT PCS MONOPOLE AND INSTALL ASSOCIATED <br />EQUIPMENT CABINETS IN THE NORTHEAST CORNER OF THE FRANK'S <br />NURSERY & CRAFTS PARCEL (PF 3461) <br /> <br />WHEREAS, Qwest Wireless in association with Frank's Nursery & Crafts have <br />requested a conditional use permit in accordance with Section 10 13 of the Roseville City Code <br />to allow the installation of a 54 foot tall monopole and associated equipment cabinets in the <br />northeast comer of the Frank's Nursery & Crafts parcel; <br /> <br />WHEREAS, the Frank's Nursery & Crafts is located at 1800 South Highway Service <br />Drive and legally described at as: <br /> <br />Lot 1, Block 1, La Belle's Subdivision <br />PIN: 09-29-23-43-0004 <br /> <br />WHEREAS, Section 1013 requires the City to determine that the request is: <br /> <br />a. Compatibility with adjoining properties. <br />b. Impacts on traffic and public facilities. <br />c. Impacts on property value. <br />d. Impacts on general health, safety, and public welfare. <br />e. Compatibility with the Roseville Comprehensive Plan. <br /> <br />WHEREAS, the Roseville Planning Commission held the public hearing regarding the <br />Qwest Wireless conditional use permit request on Apri14, 2003, and recommended (6-1) <br />approval of the request, amending the equipment cabinet placement location from the grass area <br />in the northeast comer of the site to the parking lot, based on findings outlined in Section 5 and <br />revised conditions of Section 6 of the project report dated April 2, 2003. <br /> <br />1 <br />
