HRA Meeting <br />Minutes – Tuesday, April 21, 2015 <br />Page 5 <br />1 <br />Member Etten noted rising housing values currently occurring; and suggested staff <br />2 <br />development of parameters that would allow for some flexibility for those changes in valuation <br />3 <br />while maintaining the goals of the loan program. <br />4 <br />5 <br />At the request of Member Wall, City Manager Trudgeon reviewed how Ramsey County <br />6 <br />arrived at estimated market values, and increases that will occur beginning Payable 2016, and <br />7 <br />clarified that market value, not appraised value, was used in determining qualifying properties <br />8 <br />for the loan program. <br />9 <br />10 <br />Member Wall noted the minimal difference in the current median home value of $217,300 and <br />11 <br />the $219,000 estimated market value of this property; opining that it shouldn’t require <br />12 <br />spending significant time in making a decision. <br />13 <br />14 <br />Motion: Member Masche moved, seconded by Member Etten to approve the requested <br />15 <br />deviation to the maximum estimated market value requirement for the Roseville Home <br />16 <br />Improvement Loan Program for the applicant located at 557 Woodhill Drive, as detailed <br />17 <br />in the staff report dated April 21, 2015. <br />18 <br />19 <br />Ayes: 7 <br />20 <br />Nays: 0 <br />21 <br />Motion carried. <br />22 <br />23 <br />Further discussion ensued on a policy and guidelines moving forward for the Home <br />24 <br />Improvement Loan Program, including parameters for home and/or income values; marketing <br />25 <br />to a target market and how to determine that market; definitions around what that target market <br />26 <br />is for the HRA with this program to avoid any subjectivism; and a review of previous meeting <br />27 <br />minutes to review the HRA’s rationale and import for how to address the future policy. <br />28 <br />29 <br />City Manager Trudgeon confirmed the HRA’s interest in staff developing a percentage <br />30 <br />deviation based on income and confirmed market value to be used to determine a value that <br />31 <br />was understandable and agreeable for the entire HRA. <br />32 <br />33 <br />Member Lee recommended clear guidelines to determine when the HRA (government) should <br />34 <br />become involved in granting loans, since the current MHFA and market rate home equity loans <br />35 <br />are available at a 3% interest rate. <br />36 <br />37 <br />Chair Maschka noted the need to include this on the list of potential items for the strategic <br />38 <br />planning exercise; and asked individual members to provide their input to staff to incorporate <br />39 <br />into that last of discussion items as it pursued this planning process and defined the HRA’s <br />40 <br />role. <br />41 <br />42 <br />b.Staffing Update <br />43 <br />City Manager Trudgeon addressed impacts of reduced staffing in the Community <br />44 <br />Development Department, specifically the HRA Executive Director until her return June 1, <br />45 <br />2015. Mr. Trudgeon provided an update beyond that included and detailed in the staff report, <br />46 <br />and including those programs and day-to-day activities continuing even during her absence as <br />47 <br />they’re absorbed by other staff in the department. Mr. Trudgeon provided those updates as <br />48 <br />follows: <br />49 <br />HRA-sponsored community workshops continued at the Ramsey County Library – <br />50 <br />Roseville Branch, with two held in April and available via cable access. <br />51 <br />Staff continues to work with GMHC and Western Bank staff on the Dale Street <br />52 <br />Development project as revised, with drafting underway for a Preliminary Development <br />53 <br />Agreement for approval by the City Council in May, and neighborhood meetings planned <br />54 <br />by the GMHC between May 4 – 12, 2015 to be held at King of Kings Lutheran Church, <br />55 <br />immediately across from the development site. <br /> <br />
