HRA Meeting <br />Minutes – Tuesday, April 21, 2015 <br />Page 6 <br />1 <br />The HRA-sold property at 1840 Hamline recently received its framing inspection last <br />2 <br />week and construction continues. <br />3 <br />The SE Roseville working group continues to address specific issues for units and <br />4 <br />integrating community services. Mr. Trudgeon noted the Karen Organization of <br />5 <br />Minnesota had located their offices on Rice Street in Roseville; and community gardens, <br />6 <br />Parks & Recreation Programs, and involvement by the McCarron’s Neighborhood were <br />7 <br />ongoing to encourage continued interaction. <br />8 <br />Twin Lakes development efforts continue as part of the City’s strategic planning <br />9 <br />exercises; with their recommendations soon in seeking HRA involvement for several <br />10 <br />opportunities to make things happen. <br />11 <br />A final report for the Hotel Study performed by U of MN Students would be coming <br />12 <br />forward for the HRA’s June 2015 meeting based on several perspectives and containing <br />13 <br />specific recommendations for the HRA to consider in dealing with the various issues. <br />14 <br />15 <br />Member Wall asked if the HRA would not be receiving a preliminary report prior to the <br />16 <br />final report in June; seeking that it occur versus the HRA only having its first look after <br />17 <br />completion, opining there should be an opportunity for an HRA review midpoint. <br />18 <br />19 <br />At the request of Chair Maschka, City Manager Trudgeon advised that he would seek to <br />20 <br />arrange a preliminary report at the HRA’s May meeting. <br />21 <br />22 <br />Mr. Trudgeon reported that staff’s recommendation would be for the HRA to review <br />23 <br />initiation of the Green Remodeling Plan Book until the department was back to full <br />24 <br />staffing <br />25 <br />Mr. Trudgeon further reported that the HRA’s Executive Committee had not yet been able <br />26 <br />to schedule a review of consultant options to facilitate the HRA’s Strategic Planning <br />27 <br />process due to time constraints. <br />28 <br />29 <br />In response to previous conversations by the HRA and whether it had been effectively <br />30 <br />communicated by staff for the rationale for choosing Barbara Raye to serve as this <br />31 <br />facilitator, Mr. Trudgeon advised that Ms. Raye had worked with the HRA on the last two <br />32 <br />strategic plans it developed, as well as being up to speed on more recent events in the <br />33 <br />community. Mr. Trudgeon noted that Ms. Raye had also worked with the City Council in <br />34 <br />developing their 2010/2011 goals, and therefore brought that familiarity in having worked <br />35 <br />with both groups. Mr. Trudgeon noted the importance of this dynamic as the HRA <br />36 <br />develops its future planning as part of and in conjunction with the strategic planning <br />37 <br />exercise recently held by the City Council. Mr. Trudgeon opined that the role of Ms. Raye <br />38 <br />would be more in guiding the HRA’s conversations as they reviewed the scope of that role <br />39 <br />in developing next steps, and was not really specifically strategic planning. <br />40 <br />41 <br />Given current staffing and the City Council’s delay in receiving the final report from their <br />42 <br />strategic planning exercise, Mr. Trudgeon suggested the HRA delay their planning <br />43 <br />sessions until after their joint meeting with the City Council to establish parameters, at <br />44 <br />which the HRA would meet, and their planning work session could then be followed up <br />45 <br />with another joint meeting of the bodies to review those results. <br />46 <br />47 <br />Given the overall timing and experience of Ms. Ray, Mr. Trudgeon opined that Ms. Raye <br />48 <br />was well-suited to be facilitator. While recognizing the HRA’s concern for transparency, <br />49 <br />Mr. Trudgeon noted that all meetings were open to the public, providing that transparency <br />50 <br />and allowing anyone to come forward with questions or comments. <br />51 <br />52 <br />Mr. Trudgeon asked if the HRA felt comfortable moving forward with Ms. Raye, or if <br />53 <br />they still desired to consider other consultants. <br />54 <br /> <br />
