Chair Maschka noted, <br />2 <br />from her past work with the HRA, the Dale Street Project, and other activities, Ms. Raye was <br />3 <br />also very familiar with the City and the HRA as a group, and would do a good job as well. <br />4 <br />5 <br />At the request of Member Masche, Mr. Bilotta explained the rationale in not pursuing a formal <br />6 <br />RFP for these small contracts to avoid an influx of potentially inappropriate proposals that <br />7 <br />would be too broad in range and need whittled down to a workable few anyway. Mr. Bilotta <br />8 <br />also noted that the consultants typically involved in this type of facilitation could do so at the <br />9 <br />lower rates proposed in part due to them not needing to expend excess monies in promoting or <br />10 <br />marketing their firm beyond their biographies or resumes that provided their areas of expertise. <br />11 <br />Mr. Bilotta noted that there were only a few such facilitators working in this specific arena in <br />12 <br />the metropolitan area. <br />13 <br />14 <br />Member Masche concurred with the transparency concerns raised by Member Majerus, and the <br />15 <br />HRA’s desire to dovetail with the strategic planning efforts of the City Council as a vital <br />16 <br />component. While timing is important, Member Masche opined that he saw no issues in <br />17 <br />delaying the HRA’s strategic planning until June. Member Masche expressed his interest in <br />18 <br />seeing if Mr. Rapp was interested in working with the HRA and if there would be a price and <br />19 <br />content advantage in doing so. <br />20 <br />21 <br />Chair Maschka noted this would allow staff the month of April to pursue an RFP with other <br />22 <br />consultants. <br />23 <br />24 <br />Member Majerus clarified that he saw this as only needing an invitation for those consultants, <br />25 <br />without the need for a formal RFP. Member Majerus asked that staff pursue similar steps to <br />26 <br />that undertaken by the City Council for other interested consultants and their pricing. <br />27 <br />28 <br />Mr. Bilotta duly noted this request, advising that staff would consult with City Manager <br />29 <br />Trudgeon on the list of consultants reviewed for the City Council’s strategic planning exercise. <br />30 <br />31 <br />Member Majerus, with consensus of the body, asked that staff be sure to include Ms. Raye in <br />32 <br />that invitation. <br />33 <br />34 <br />Speaking to the City Council policy planning exercises, Member Etten suggested the needs of <br />35 <br />the HRA may differ; and speaking specifically to the expertise of Ms. Raye, while it may be <br />36 <br />fine to turn the clock backwards, he found the experience she brought to the table from her <br />37 <br />housing expertise to be of great value to the HRA. Member Etten opined that the needs of the <br />38 <br />HRA and City Council in considering a list of potential consultants may be very different; and <br />39 <br />asked that the direction to staff be revised that they come back with three potential consultants <br />40 <br />and have Chair Maschka and Executive Director Kelsey meet with them to make a <br />41 <br />recommendation to the HRA with the list of their particular qualities. <br />42 <br />43 <br />Member Majerus suggested the HRA’s Executive Committee meet to interview candidates and <br />44 <br />then make their recommendation, allowing transparency for the citizens of Roseville. <br />45 <br />46 <br />Member Masche concurred with Member Majerus, opining that it made sense to have a <br />47 <br />consultant with specific knowledge of the roles of an HRA. <br />48 <br />49 <br />Member Etten asked staff to advise if and when the HRA had actually directed staff to work <br />50 <br />with Ms. Raye on a strategic plan, as included in language of the HRA. Member Etten <br />51 <br />clarified that he was very supportive of the work by Ms. Raye, especially with the Dale Street <br />52 <br />Project, and he had no problem with the price she had quoted to provide this facilitation. <br />53 <br />54 <br />Chair Maschka clarified that while initial discussions were held between staff and the HRA, no <br />55 <br />formal direction had been given specific to Ms. Raye prior to this requested action. <br /> <br />
