HRA Meeting
Minutes – Tuesday, March 31, 2015
Page 6
1
2
Motion: Member Majerus moved, seconded by Member Masche to TABLE action to hire
3
a facilitator at this time to assist with an update of the 2012 – 2016 HRA Strategic Plan;
4
directing Executive Director Kelsey to meet with the HRA Executive Committee (Chair
5
Maschka and Members Lee and Etten) to invite Ms. Raye and two other recommended
6
consultants to interview with the Committee for formal action at a future meeting of the
7
HRA based on their recommendation.
8
9
Ayes: 6
10
Nays: 0
11
Motion carried.
12
13
c.Green Remodeling Plan Book Website Update and Hosting
14
Mr. Bilotta briefly reviewed this request as detailed in the staff report dated March 31, 2015.
15
16
Discussion included the two bids received and provided as attachments to the staff report; and
17
recognition of the work performed in the past by George Hornik toward these efforts.
18
19
Motion: Member Etten moved, seconded by Member Majerus to approve hiring of
20
Murphy Creative Design to undertake transfer of the Green Remodeling Plan Book from
21
the LivingSmarter.org website to be a PDF document; and authorizing staff to find an
22
intern to review the content of the Green Remodeling Plan Book.
23
24
Rather than placing a “not to exceed” condition on this action, staff was directed by a
25
consensus of the body to provide periodic updates, hours and costs to-date for these services
26
for the purpose of monitoring progress.
27
28
Ayes: 6
29
Nays: 0
30
Motion carried.
31
32
10.Information Reports and Other Business (Verbal Reports by Staff and Board Members)
33
34
a.Living Smarter Fair Report
35
As provided in agenda materials, Mr. Bilotta briefly reviewed the 2015 Roseville Home and
36
Garden Fair, including attendance similar to 2014, and an increase in donations by non-
37
displaying vendors. Mr. Bilotta noted that workshops were better attended this year, and
38
attributed that to the choice of topics. Mr. Bilotta noted that the zero waste results were one
39
pound less than 2014, with 20% of materials (e.g. table covers) able to be re-used for other
40
purposes.
41
42
Chair Maschka noted that this needed to be included in strategic planning for the future.
43
44
Member Etten concurred, noting that he was also seeking a better picture, while not necessarily
45
exact, of the amount of staff time and actual staff time from the HRA, Community
46
Development Department, as well as other City departments to get a general idea of personnel
47
demands as part of the big picture.
48
49
Mr. Bilotta advised that staff was researching that department- and city-wide, given the heavy
50
demands and long hours required of Ms. Kelsey and Jane Reilly before, during and after the
51
event to address all logistical issues. Mr. Bilotta admitted it was a great event to gather people
52
together, but it had changed significantly over the years when it had been a more volunteer-
53
driven event, and now falling heavily on two staff people. Mr. Bilotta advised that among the
54
questions being asked is whether it needed to be in this format or as labor-intensive; and
55
expected that analysis to come up as part of HRA strategic planning discussions.
