HRA Meeting <br />Minutes – Tuesday, March 31, 2015 <br />Page 6 <br />1 <br />2 <br />Motion: Member Majerus moved, seconded by Member Masche to TABLE action to hire <br />3 <br />a facilitator at this time to assist with an update of the 2012 – 2016 HRA Strategic Plan; <br />4 <br />directing Executive Director Kelsey to meet with the HRA Executive Committee (Chair <br />5 <br />Maschka and Members Lee and Etten) to invite Ms. Raye and two other recommended <br />6 <br />consultants to interview with the Committee for formal action at a future meeting of the <br />7 <br />HRA based on their recommendation. <br />8 <br />9 <br />Ayes: 6 <br />10 <br />Nays: 0 <br />11 <br />Motion carried. <br />12 <br />13 <br />c.Green Remodeling Plan Book Website Update and Hosting <br />14 <br />Mr. Bilotta briefly reviewed this request as detailed in the staff report dated March 31, 2015. <br />15 <br />16 <br />Discussion included the two bids received and provided as attachments to the staff report; and <br />17 <br />recognition of the work performed in the past by George Hornik toward these efforts. <br />18 <br />19 <br />Motion: Member Etten moved, seconded by Member Majerus to approve hiring of <br />20 <br />Murphy Creative Design to undertake transfer of the Green Remodeling Plan Book from <br />21 <br />the LivingSmarter.org website to be a PDF document; and authorizing staff to find an <br />22 <br />intern to review the content of the Green Remodeling Plan Book. <br />23 <br />24 <br />Rather than placing a “not to exceed” condition on this action, staff was directed by a <br />25 <br />consensus of the body to provide periodic updates, hours and costs to-date for these services <br />26 <br />for the purpose of monitoring progress. <br />27 <br />28 <br />Ayes: 6 <br />29 <br />Nays: 0 <br />30 <br />Motion carried. <br />31 <br />32 <br />10.Information Reports and Other Business (Verbal Reports by Staff and Board Members) <br />33 <br />34 <br />a.Living Smarter Fair Report <br />35 <br />As provided in agenda materials, Mr. Bilotta briefly reviewed the 2015 Roseville Home and <br />36 <br />Garden Fair, including attendance similar to 2014, and an increase in donations by non- <br />37 <br />displaying vendors. Mr. Bilotta noted that workshops were better attended this year, and <br />38 <br />attributed that to the choice of topics. Mr. Bilotta noted that the zero waste results were one <br />39 <br />pound less than 2014, with 20% of materials (e.g. table covers) able to be re-used for other <br />40 <br />purposes. <br />41 <br />42 <br /> Chair Maschka noted that this needed to be included in strategic planning for the future. <br />43 <br />44 <br />Member Etten concurred, noting that he was also seeking a better picture, while not necessarily <br />45 <br />exact, of the amount of staff time and actual staff time from the HRA, Community <br />46 <br />Development Department, as well as other City departments to get a general idea of personnel <br />47 <br />demands as part of the big picture. <br />48 <br />49 <br />Mr. Bilotta advised that staff was researching that department- and city-wide, given the heavy <br />50 <br />demands and long hours required of Ms. Kelsey and Jane Reilly before, during and after the <br />51 <br />event to address all logistical issues. Mr. Bilotta admitted it was a great event to gather people <br />52 <br />together, but it had changed significantly over the years when it had been a more volunteer- <br />53 <br />driven event, and now falling heavily on two staff people. Mr. Bilotta advised that among the <br />54 <br />questions being asked is whether it needed to be in this format or as labor-intensive; and <br />55 <br />expected that analysis to come up as part of HRA strategic planning discussions. <br /> <br />
