REQUEST FOR HRA ACTION <br />Date: 5-19-15 <br />Item No: 9b <br />Staff Approval: Agenda Section: <br /> <br />Item Description: Approval of annual contract renewal with the City of Roseville for <br />support services for 2015 <br />Background <br />11.0 <br />2The HRA requires annual review and renewal of the contract between the HRA and City of <br />3Roseville for the use of City staff to support the HRA in a wide variety of functions including <br />4staffing the Executive Director role, administrative support, financial services, GIS, code <br />5enforcement and other functions as needed. The scope of services and associated payment is a <br />6mutual agreement between the two bodies that is subject to negotiation annually or more <br />7frequently if conditions change. Reaching agreement between the two bodies is critical for <br />8each’s ability to budget and manage its work plans throughout the year. <br />9 <br />10The HRA services contract also provides that the City Manager will nominate a candidate to <br />11fulfill the Executive Director role for the HRA Board. However, it is the HRA Board’s annual <br />12vote that appoints someone to the Executive Director role, not simply the act of nomination by <br />13the City Manager. <br />14 <br />15This interrelationship of approvals between the HRA Board and the City Council/City Manager <br />16should encourage cooperation and coordination of efforts between the two boards while still <br />17providing a level of checks and balances necessary for independent action. <br />18 <br />19Some of the HRA contracts have been unable to be approved this year so far and in the review <br />20and approval discussion, it appeared that the format of the past contracts may not be serving the <br />21HRA Board’s needs. As part of the discussion, no parties were able to identify which attorney <br />22created the original template and some of the language seems to be more appropriate for when <br />23the HRA was served by an outside consultant, rather than contracting with the City for services. <br />24 <br />25Staff is presenting a new contract template to the HRA Board that is based more closely on the <br />26Financial Services contract that had previously been approved rather than the contracts which <br />27have been problematic for the Board. The new contract will include Financial Services in <br />28addition to the other programs financially supported by the HRA. <br />29 <br />30The attached proposed contract outlines the basic roles and functions of the relationship between <br />31the HRA and the City of Roseville in regards to providing services to support the HRA. The <br />32main contract has two exhibits that it is anticipated would change at least annually, be mutually <br />33agreed upon by the two bodies and which outline the scope of services and the associated <br />34agreement on fee for those services. <br />35 <br />RHRA Services Contracts (05-19-15) - Page 1 of 2 <br /> <br />
