Regular City Council Meeting <br /> Monday,May 4, 2015 <br /> Page 21 <br /> Councilmember Etten questioned the impacts for a 24-hour urgent care service, <br /> opining there were some tremendous services being offered under current busi- <br /> ness models; and questioned how parameters could be put around such a use to <br /> permit them. <br /> Councilmember Willmus stated he would restrict the use as NP adjacent to resi- <br /> dential properties and make it a P use with CU for other areas. <br /> Without objection, Mayor Roe concluded that this would be a NP use in Subarea <br /> A and a P with CU in Subareas B and C. <br /> Commercial: Retail (big box) <br /> Mayor Roe noted that "big box" had yet to be defined in code, and was an origi- <br /> nally P use in CMU zoning, and currently proposed with a CU throughout the <br /> Twin Lakes area. However, based on the strong negative feedback received, <br /> Mayor Roe suggested it seemed preferred as a NP use in Subarea A. <br /> Councilmember Willmus proposed a similar finding for this use as that of Com- <br /> mercial: Retail (24 hour operation), pending a better definition being developed <br /> for "big box." Councilmember Willmus noted that some may consider a Total <br /> Wine franchise as big box retail, but it differed considerably from other examples <br /> of"big box" and required further definition. <br /> Mayor Roe concurred with Councilmember Willmus. <br /> Mayor Roe sought consensus and suggested concluding that this could remain a P <br /> use with CU in Subareas B and C." <br /> Councilmember Willmus stated he would concur for now for the purpose of to- <br /> night's discussion and a similar use as indicated in the 2014 exercise. <br /> Councilmember McGehee stated that she would not support it as a P use in Sub- <br /> area C; and would prefer not to deal with it at all until a definite definition was <br /> developed. <br /> Mayor Roe clarified that, as she understood the definition now, Councilmember <br /> McGehee wouldn't support the use anywhere; which she affirmed as being a cor- <br /> rect summation. <br /> Councilmember Laliberte stated she would support it as a P use with CU in Sub- <br /> area B and if that included the parcels serving as a bridge along County Road C as <br /> previously discussed tonight. Councilmember Laliberte stated she was not sup- <br /> portive of its use in Subarea C to avoid additional traffic on Fairview Avenue. <br /> However, Councilmember Laliberte noted the public comment she'd received <br />
