Review Path Master Plan Status <br />457 Mr. Culver provide a brief review of the Pathway Master Plan as detailed in the <br />458 staff report, first developed in 1975 and updated several times over time, <br />459 including most recently by the PWETC in 2013 as they developed a priority and <br />460 ranking system based on their individual and corporate perspectives. Mr. Culver <br />461 noted the variables in this ranking compared to that of the Parks & Recreation <br />462 Commission. <br />463 <br />464 Chair Stenlund noted the difficulty in ranking the paths based on individual <br />465 interpretations and funding sources available, often succumbing to political <br />466 discussions on that fundias well as community interest and feedback. <br />467 <br />468 Mr. Culver advised that he was providing this essentially as a reference for the <br />469 PWETC and subsequent to the City Council's review of and feedback on the <br />470 PWETC ranking. Mr. Culver noted the City Council's concern in how the <br />471 PWETC ranking system was laid out and addressed and their perceived lack of <br />472 consistency between PWETC members in criteria used and how ranked. Mr. <br />473 Culver advised that the Cty Council suggested the PWETC develop an ultimate <br />474 ranking system if funding was actually available, providing a more consistent <br />475 eank stem and more public input on that ranking upon its completion. <br />476 <br />477 ther rren y no talk of est 'shing a dedicated funding source for <br />478 ays at th point Mr. Culver advised that staff is looking at updating the <br />479 Pathway Master Plan as part of the city-wide Comprehensive Plan Update efforts <br />480 in 2017, and as part of the other.tlements and overall transportation plan. <br />481 Therefore, Mr. Culver suggested the PWETC reconsider the Master Plan at that <br />482 same time and within that same process; and wrap it into other elements to seek <br />483 more public in ut at the time the Comprehensive Plan Update is being processes. <br />484 <br />485 Mr. Culver advi that his rationale in bringing this forward tonight is to <br />486 recognize the progress made in the Master Plan since 2013; and to introduce <br />487 newly-appointed PWETC members to it. <br />488 <br />489 At the request of Member Seigler, Mr. Culver clarified that the umbrella term <br />490 "pathway" is frequently used; but typically a trail indicates an 8' wide or more <br />491 bituminous surface, while a sidewalk was considered 6' wide and constructed <br />492 with a concrete surface. <br />493 <br />Page 11 of 13 <br />
