126 At the request of Chair Stenlund, Mr. Culver advised that this project is well <br />127 underway. <br />128 <br />129 Upper Villa Park Stormwater Update <br />130 At the request of Chair Stenlund, Mr. Culver advised that this plan was similar to <br />131 that of the previously discussed Evergreen Park Project ultimately rejected. <br />132 While bids opened last week for this project were somewhat higher than the <br />133 original engineer's estimate, Mr. Culver advised that this program run by the <br />134 Capitol Region Watershed District who will award the project, should be under <br />135 construction later this fall. Unlike the system proposed for Evergreen Park with <br />136 two tanks (one for re -use and one for infiltration), Mr. Culver advised that this <br />137 Villa Park system will capture a good portion of what it captures, basically due to <br />138 different soils than found at the other park. <br />139 <br />140 Public Works Director Schwartz suggestl this would ood field trip <br />141 opportunity this fall if the project der construction, 11 as that of the <br />142 BRT along Snelling Avenue. <br />143 <br />144 Chair Stenlund stated that was a great idea; and encouraged PWE mbers if <br />145 they had areas of interest they would like to include for a future van t ur that were <br />146 under the mantle of the PWETC to bring them to his or staff s attention. <br />147 <br />148 Victoria Street Project Update <br />149 As part of this project and given existing stormwater issues and treatment options, <br />150 Mr. Culver advised that it was proposed to build a 4 -bay (pond) on one of the <br />151 nearby parcels in that area near Pioneer Park via an easement to install a small <br />152 pond and mitigate wetland issues due to installation of the sidewalk. Mr. Culver <br />153 noted the approval of the watershed district. <br />154 Nr -44 <br />155"roperty <br />ised that the appraisa or only the easement portion of the <br />15650,000; andthat staff was currently working with Capitol Region <br />157 Watershed District on a grant allowing purchase of the parcel outright based on <br />158 the property's total appraisal of $96,000. Mr. Culver advised that the remaining <br />159 property would then be wrapped into the park and provide a protective buffer for <br />160 the wetlandVrea,allowing for improved vegetation, connect trails and fill in some <br />161 of the missi162 <br />163 Mr. Culver sed that the Planning Commission would be reviewing the <br />164 parcel at their upcoming May 6, 2015 meeting to make sure it fit with the goals of <br />165 the City's Comprehensive Plan; with subsequent presentation to the City Council <br />166 at their May 11, 2015 meeting for their consideration for purchase, at which time <br />167 staff should have also received confirmation from the watershed district as to <br />168 whether or not they will participate in that purchase. <br />169 <br />170 Chair Stenlund asked if that would take some drainage from the parking and trail <br />171 access areas. <br />Page 4 of 13 <br />
