1 PROPOSAL <br />2 Real Estate Solutions, LLC proposes to demolish the existing home and replat the property into <br />s six lots for development of one-family, detached homes. The proposed preliminary plat <br />4 information, the staff analysis presented in the Request for Planning Commission Action, other <br />5 supporting documentation, and meeting minutes is included with this report as RCA Exhibit A. <br />6 The preliminary plat meets or exceeds all applicable requirements, and the Planning <br />� Commission's approval recommendation included five conditions as follow: <br />�� a. The Public WoNks Department shall approve easements, rights-of-way, grading and drainage, <br />9 and public utility requirements as necessary to meet the applicable standa�ds prior to the <br />� o approval of the final plat or issuance of permits for site improvements; <br />�� b. The applicant shall create a homeowners' association or other suitable mechanism for <br />�2 consideration at the time offinal plat approval to ensure the proper maintenance of the large <br />� 3 d�ainage and utility area in the rear of Lot 6 as well as the storm water facilities therein. <br />� 4� Alternatively, the applicant may work with Public Works staff to implement a regional storm <br />� 5 wate� facility to be dedicated to the City in an outlot for public ownership and maintenance. <br />� 6 c. Permits for site improvements shall not be issued without evidence of an approved permitfrom <br />� � the Capital Region Watershed Dist�ict; <br />� 8 d. Permits for site improvements shall not be issued without approval of a final t�ee <br />� 9 preservation plan, accounting for any impacts not yet anticipated, by the Community <br />2o Development Department; and <br />2� e. The applicant shall satisfy the necessa�y conditions outlined in the May 6, 201 S MnDOT <br />22 letter to the City. <br />23 Since the Planning Commission met, the applicant has been working with Public Works staff on <br />24 the engineering-related plans, and the proposal has been revised such that a larger storm water <br />25 management system is being designed to accommodate storm water from the broader <br />26 neighborhood, and the proposed easement area in the rear of proposed Lot 6 will become an <br />27 outlot to be dedicated to Roseville along with the storm water facilities for public ownership and <br />2� maintenance. The revised preliminary plat drawing and engineering plans are included with this <br />29 RCA as Exhibit B. While final details must still be approved for issuance of permits for <br />3o construction to begin, significant progress is being made to satisfy condition "b" of the <br />3� recommended preliminary plat approval, and a revised condition is recommended in this RCA. <br />32 Expansion of the storm water facilities has also changed the location and quantity of existing <br />33 trees that would be removed as a consequence of the development and, likewise, the tree <br />34 preservation plan has been adjusted accordingly. The updated tree preservation plan is also <br />35 included in Exhibit B and will be reviewed by Mark Rehder, with S&S Tree Service, who is <br />ss under contract with Roseville to review tree preservation plans, and inspect and manage tree <br />3� removal, protection and replanting at construction sites. <br />38 ROSEVILLE STRATEGIC GOALS <br />ss Planning Division staff observes that the proposed plat would be developed with six homes that <br />4o are likely to contribute to meeting the City Council's strategic goal of facilitating development of <br />41 "move-up" housing units to provide more local options for people who are ready to move out of <br />42 starter homes, thus increasing the availability of more affordable homes for first-time buyers.
