Councilmember Willmus questioned if MDR was the buffer between
single-family residential and HDR or what specific things needed to be looked at,
since he didn't see that addressed in the strategic initiative.
As a first step, Mr. Bilotta advised that staff would be presenting this first look of
the summary document to the HRA at their meeting next week, along with a list
of target properties for them to consider as MDR sites as a preliminary for their
consideration and discussion to address at the upcoming joint meeting of the HRA
and City Council.
Councilmember Willmus questioned if the intent was to lump rezoning with
move-up housing as one and the same thing.
Mr. Bilotta clarified that the main question was how to facilitate either or both
beyond simply setting a goal. Mr. Bilotta opined that a iirst step would involve
identifying MDR as an untapped need in the community and potential sites and
whether they may need rezoned or other ideas on how to achieve that priority and
target. Mr. Bilotta noted this may include determining the HRA's role and that of
the City Council: whether acquisition, marketing, incentives or other means and
all part of the programming process.
Specific to other metrics listed under the Target category, Councilmember
Willmus opined that he didn't recall discussion at the Retreat about putting out
specific numbers on the number of living-wage jobs, owner-occupied, housing
