This has been a <br />problem for decades so is not new but that does not reduce the negative impact. <br />Some loss of a willingness to look down the road 5-�o years and favoring short-term solutions <br />from budgeting to development to making key investments. <br />Staff <br />Failure to think big picture <br />Acceptance of status quo versus pushing for innovation <br />Too many silos between departments <br />City Council's lack of faith in staff <br />Micro-management of day to day activities <br />Our geographic locations <br />Lean staffing levels limit accomplishments and innovation <br />Inter departmental cooperation <br />Aging workforce with anticipated turnover- employees do not fully represent demographics <br />of city <br />City employees underpaid compared to peer cities <br />Lack of organized training among all city departments <br />Increased reliance on city reserve funds to pay for daily expenses <br />Location <br />Inability to look and plan long term <br />Inability to plan for the next generation. It will be different. <br />
