Special City Council Meeting <br /> Monday,May 27,2015 <br /> Page 21 <br /> Mr. Trudgeon noted his projected set-aside in 2016 of$20,000 for the community <br /> survey. <br /> As noted in his budget challenges, Mr. Trudgeon noted the ongoing challenges in <br /> complying with rules of the Affordable Health Care Act, which may require seek- <br /> ing assistance from a third party to remain compliant. <br /> While broader than just the Administration Department, Mr. Trudgeon advised <br /> that, while the City had been fortunate over the last 4-5 years in health insurance <br /> more costs were shifted to employees (e.g. higher deductibles, co-pays, and well- <br /> ness programs), he noted with an uptick in claims, he anticipated resulting in- <br /> creased costs for 2016, perhaps as high as 10%. Mr. Trudgeon noted the success <br /> in past years with Human Resources Manager Bacon's negotiating skills, it was a <br /> necessary consideration. <br /> While Ms. O'Conner helps out in the Human Resources Department, Mr. Trudg- <br /> eon advised that at times during the year the day-to-day operations get fairly <br /> overwhelming, with the need to hire seasonal help. However, Mr. Trudgeon <br /> opined that he felt another option could be found to provide better internal ser- <br /> vice, and while not proposing anything for the 2016 budget, suggested that the <br /> City Council be aware of this for future reference. <br /> Councilmember McGehee personally recognized the additional duties of that de- <br /> partment and compliance with the Health Care Act, as well as the Fire Depart- <br /> ment union. <br /> City Manager Trudgeon noted that additional personnel for the Human Resources <br /> function had been under discussion and consideration for some time, but would <br /> need to be seriously considered in the not too distant future. <br /> Specific to management of volunteer support, Mr. Trudgeon noted that this still <br /> involved each department and not just Volunteer Coordinator O'Brien, as previ- <br /> ously mentioned earlier tonight by IT Network Manager Heiser. As part of this, <br /> Mr. Trudgeon noted those volunteer efforts may require additional hardware or <br /> kiosks and additional pressures to quantify or find the most cost-effective way to <br /> share resources, all of which were still under review and would be challenges <br /> coming forward in 2016 and future years. <br /> Regarding implementation of the HRIS authorized last year, Councilmember <br /> Laliberte asked if it was now up and running and whether it had served to stream- <br /> line Human Resource operations. <br /> Mr. Trudgeon advised that it was now up and running, even though it had taken <br /> significant time to get it there last year. However, Mr. Trudgeon noted the real <br /> test of the system would come with this fall's benefit renewal for 2016.
