<br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota, was held on the 2nd day of June, 2003, at 6:30 p.m. <br /> <br />The following members were present: Schroeder, Klausing, Maschka, and Kysylyczyn <br />and the following were absent: Kough <br /> <br />Council Member Maschka introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. 10102 <br />A RESOLUTION APPROVING A CONDITIONAL USE PERMIT FOR STARBUCKS <br />COFFEE TO ALLOW THE OPERATION OF A DRIVE-THRU PURCHASE WINDOW <br />AT 2305 F AIRVIEW AVENUE (PF 3467) <br /> <br />WHEREAS, Starbucks has requested a conditional use permit to install and operate a <br />drive-thru service window at their Roseville location; and <br /> <br />WHEREAS, the Starbucks is located at 2305 Fairview Avenue and legally described as: <br /> <br />CORRECT LEGAL - ATTACHMENT'~" <br />PIn 09-29-23-31-0001 <br /> <br />WHEREAS, the Planning Commission on May 7, 2003, held the public hearing <br />regarding the Starbucks request and recommended (5-0) approval of the request with an added <br />condition requiring the drive lane on the site to be one way. <br /> <br />NOW THEREFORE BE IT RESOLVED, by the Roseville City Council, to grant <br />Starbucks, 2305 Fairview Avenue, a CONDITIONAL USE PERMIT to allow the installation <br />and operation of a drive-thru service window, subject to the following conditions: <br /> <br />1. Submittal of a revised site, lighting, and landscape plan including the three curbed <br />islands similar to the plan designed by Staff (05/07/03); the design of angle <br />parking in the south parking lot; parking and building lighting meeting Section <br />1010.12 of the City Code; additional plantings along the west and south property <br />line, including trees consistent with the City's Street Tree Master Plan. <br /> <br />2. Minor variations from the approved plans may be approved by the City's <br />Development Review Committee, under the direction of the Community <br />Development Director; however, any substantial departures from the approved <br />plans will require an amendment to the conditional use permit. <br /> <br />3. All signage, including the menu board, for the project must comply with the <br />requirements of Section 1009 of the City Code, including the size and location of <br />wall signs, monument sign, and directional signs. <br /> <br />1 <br />
