4. The curb along the front of the property shall be repaired and/or replaced. Paving must be repaired by mill and overlay or other technique approved by the Public Works Director, especially the drive-thru lane which must be upgraded to withstand higher traffic volumes and increased vehicle weight. Pedestrian access from and through the parking lot must be clearly marked at the entry point by painting the pavement surface and caution signage near the front door of the building. The drive lane into and through the site must be a one way drive. Parking stalls on the south side of the parking lot must be angled and curb and/or striped island be placed where appropriate to properly direct/prohibit traffic. 5. Prior to a building permit being issued for redevelopment of the site, the applicant shall post a landscape bond, letter of credit, or other security acceptable to the City, in an amount equal to 150% of the cost of landscaping, trash enclosures, and site paving and curbing restoration. The specific amount of this security shall be determined by the Community Development Director following completion of all site construction plans. 6. The applicant shall record the approved conditional use permit with the Ramsey County Recorder prior to the issuance of any building permit or within sixty days of approval, whichever is less (Section 10 13.0 I-City Code). 7. The conditional use permit shall expire within six months of the date of City Council approval if a building permit is not obtained for the approved development (Section 1013.03 ofthe City Code).
