EXTRACT OF MINUTES OF MEETING
OF THE CITY COUNCIL OF THE CITY OF ROSEVILLE

Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of
Roseville, County of Ramsey, Minnesota was duly held on the 16th day of June, 2003, at 6:00
p.m.

The following members were present: Maschka, Klausing, Kough, Schroeder, and Kysylyczyn.

Member Kysylyczyn introduced the following resolution and moved its adoption:

RESOLUTION NO. 10105

RESOLUTION APPROVING AN INTERIM USE PERMIT FOR WESTERN
RESOURCES (Owner) and WATKINS TRUCKING (Tenant) TO ALLOW SEASONAL
AND PEAK TRUCK AND TRAILER PARKING AT
2560 LONG LAKE ROAD (PF3485).

WHEREAS, Western Resources, and Watkins Trucking, have requested an interim use
permit to allow Watkins Trucking seasonal and peak truck and trailer parking at 2560 Long Lake
Road (PIN 08-29-23-11-0010 & 08-29-23-11-0014); and

WHEREAS, Section 1012.09A states: the City Council may authorize an interim use
permit of property. Interim use may not be consistent with the land uses designated on the
adopted Land Use Plan. They may also fail to meet all of the zoning standards established for
the district within which it is located; the term "interim use" generally means a use that is not
expressly authorized in the City Code, or any other regulations applicable to an area or any
portion thereof, provided such use is not an expressly prohibited use as described in Section 1005
("B-6" Mixed Use Business Park Zone) of the City Code; and

WHEREAS, on June 4, 2003, the Planning Commission has recommended, on the basis
of the application and the evidence submitted, the following findings:

1. That the proposed truck parking interim use and the conditions under which it
would be operated will not be detrimental to the public health, safety or welfare,
or injurious to properties or improvements in the vicinity;

2. The proposed interim use will not create any significant unmitigated adverse
environmental impacts,

3. The proposed interim use will not obstruct, interfere with, or delay the intended
preservation or redevelopment of the property in accordance with the uses
anticipated in the comprehensive plan or any other adopted specific plan
applicable to the site;

1
