If that was needed, Mayor Roe agreed that the HRA may need to deal <br /> with it through Community Development Department staff on the City's side. <br /> Chair Maschka admitted that this was an area needing further work. <br /> Mayor Roe stated that he didn't have a personal problem with the HRA issuing <br /> debt, while also understanding the mechanisms and limitations of it. Mayor Roe <br /> noted it may need to be an area of compromise between the City Council as a <br /> whole and the HRA. <br /> Chair Maschka noted the need for a good working relationship between the two <br /> bodies; opining that if the City Council was opposed in general to the HRA using <br /> debt instruments it was a different issue. However, Chair Maschka noted it was <br /> one tool to fill in a gap if and when such a situation arose. <br /> Mayor Roe agreed with that role, as defined by Chair Maschka, for the HRA. <br /> Councilmember McGehee agreed with the creativity of the HRA as a group; and <br /> lauded the success of the Dale Street Project in involving the community and <br /> done well. Whether or not the City Council stepping in to salvage the project was <br /> premature or not, Councilmember McGehee opined the product remained an ex- <br /> cellent one; and that the entire process and resulting project was to the HRA's <br /> credit, not attributable to the City Council. <br /> Chair Maschka noted that the HRA was not concerned with where the credit end- <br /> ed up, but only with the need for better communication with and among all par- <br /> ties. <br /> Councilmember McGehee agreed that the City Council taking those steps may not <br /> have been correct,but the HRA could take credit for the process. <br /> Councilmember McGehee noted the many successes of the HRA, including the <br /> Neighborhood and Business Enhancement Programs, Rental Registration and In- <br /> spection processes and limited complaints heard given the number of multi-family <br /> units initially receiving poor grades. <br /> In terms of the HRA's bonding authority, Councilmember McGehee stated she <br /> would not be opposed, but would prefer good communication with the City <br /> Council to authorize such bonding at a specific dollar amount. Councilmember <br /> McGehee opined that the HRA had been extremely fiscally responsible to-date, <br /> and given all the budgets she reviewed, appreciated the HRA's budget above all, <br /> and clear identification for each program they undertook. Councilmember <br /> McGehee opined that the City Council did not have the collective experience or <br /> time to do the projects initiated by the HRA, and assured that the HRA served to <br /> fill that gap for the City Council beyond simply in an advisory capacity. <br />
