Regular City Council Meeting <br /> Monday,June 15, 2015 <br /> Page 24 <br /> From his experience as a Chairperson and a process that worked well for him, <br /> Mayor Roe encouraged the HRA Chair to have frequent interaction with the Ex- <br /> ecutive Director on a regular and more informal basis outside the meeting format, <br /> providing important dialogue both ways. <br /> Mayor Roe thanked Chair Maschka and Commissioners, anticipating their return. <br /> Ms. Raye advised that she had taken copious notes of tonight's discussion, and <br /> looked forward to more detail moving forward. <br /> Councilmember Wilimus thanked Chair Maschka for his candid approach to to- <br /> night's discussion. <br /> 12 Public Hearings <br /> 13. Budget Items <br /> b. City Council Budget Goal& Priorities <br /> Finance Director Chris Miller briefly summarized tonight's request and support- <br /> ing documentation as detailed in the RCA dated June 15, 2015; as the next step in <br /> the budget process following individual department summaries. Mr. Miller asked <br /> for general direction from individual Councilmembers and the City Council as a <br /> hole, defining their budget goals and priorities to inform the creation of the City <br /> Manager recommended budget. <br /> City Manager Trudgeon noted further refinement throughout the process follow- <br /> ing the initial budget presentation in July and subsequent discussions and more <br /> defined assumptions as the year progressed. <br /> At the request of Mayor Roe, Finance Director Miller advised that he found noth- <br /> ing substantive from the recent legislative session that would significantly change <br /> funding for municipalities. <br /> Mayor Roe addressed the most recent Ramsey County Assessor's report (RCA, <br /> page 2) expected the City's overall tax base to grow at approximately 1.4%, and <br /> projected zero percent change for most single-family residential properties within <br /> the median; with some potential shift toward the commercial side. <br /> Use of Cash Reserves <br /> Mayor Roe asked for individual Councilmember input regarding use of reserves <br /> for CIP and/or operational needs. <br /> Councilmember Etten stated he felt reserves should not be used for ongoing costs, <br /> but only for specific, one time issues.
