Regular City Council Meeting <br /> Monday,June 15, 2015 <br /> Page 30 <br /> Based on what she had heard during Department Head presentations, and her un- <br /> derstanding of the requests, Councilmember McGehee stated she would be un- <br /> willing to support creating any of the new tax supported positions, barring receipt <br /> of further information. <br /> Mayor Roe noted his understanding of Councilmember McGehee's initial com- <br /> ments specific to this discussion. <br /> From a historical perspective, and recognizing that good presentations were usual- <br /> ly made and rationale supporting new positions and their need, Councilmember <br /> Laliberte asked whether there could be any review at the City Council level about <br /> positions automatically filled when vacant to ensure Department Heads and Ad- <br /> ministration were continually assessing structures and teams. <br /> City Manager Trudgeon responded that whenever a position became vacant, the <br /> structure and position were always part of the review process. As noted by the re- <br /> cent restructuring in the Public Works Department, Mr. Trudgeon noted that may <br /> not always create a dollar change, but a different structure depending on the par- <br /> ticular positions itself and needs of the department. At the request of Coun- <br /> cilmember Laliberte, Mr. Trudgeon confirmed that before asking for any new po- <br /> sition, staff automatically reviewed offsets to take advantage of strategic opportu- <br /> nities going forward and as available through attrition and other means not always <br /> predictable. <br /> Councilmember Laliberte spoke in support of continual contingency and succes- <br /> sion planning. <br /> While unable to predict future openings, Councilmember Willmus opined it <br /> would be beneficial to see 2015 budgeted position dollars that came open or posi- <br /> tions that remained unfilled, and any dollar amounts that could be plugged into <br /> the 2016 budget. <br /> Mayor Roe noted that those would be part of the carry forward provided by staff. <br /> Councilmember McGehee opined staff had been prudent in filing or not filling <br /> positions as applicable. <br /> Mayor Roe noted it was different for smaller versus larger departments. <br /> Programs/Service Levels /Bid Ideas from Individual Councilmembers <br /> Using the leaf pick-up program as an example, Councilmember Willmus ex- <br /> pressed his interest in hearing during Department Head presentations any areas <br /> where a change of service level of dropping a program may be indicated, or simi- <br /> lar situations for annual review. Councilmember Willmus suggested a more open <br /> discussion by Department Heads with Councilmembers on those items. Coun- <br />
