c. <br />The applicant shall submit a circulation plan that demonstrates that the use will not interfere <br />92 <br />with or reduce the safety of pedestrian and bicyclist movements. The circulation of the <br />93 <br />preexisting site has worked well since 1981 and there are no changes anticipated with this <br />94 <br />improvement; vehicles/customers, including those using the proposed drive-through, will <br />95 <br />still be able to choose either a Rice Street or County Road B2 exit. The sidewalks adjacent <br />96 <br />the site and Rice and C2 have also been in place for a number of years and assist in safely <br />97 <br />getting pedestrians and bicyclists to this and other sites in the area. The Planning Division <br />98 <br />would suggest that at least one connection be made from the sidewalk to the building, which <br />99 <br />location and striping plan can be approved by the Planning and Engineering Divisions as a <br />100 <br />component of the site improvement permit. <br />101 <br />d. <br />Adequate queuing lane space shall be provided without interfering with on-site <br />102 <br />parking/circulation. Based on the proposed plan there is queuing for 3 to 5 vehicles in the <br />103 <br />lane and potential for up to 3 more directly behind the building. The Planning Division has <br />104 <br />deemed queuing to be adequate for this use. Circulation for the site will not change from the <br />105 <br />existing configuration, which works well for both drive-through customers and building <br />106 <br />patrons. Should a use pose a queuing problem in the future because of a specific use, the <br />107 <br />applicant understands that the CU could be revoked if the situation cannot be resolved. <br />108 <br />e. <br />Speaker box sounds from the drive-through lane shall not be loud enough to constitute a <br />109 <br />nuisance on an abutting residentially zoned property or property in residential use. The <br />110 <br />proposed does not identify the exact location of a speaker box, however it is presumed that <br />111 <br />such an item would be located approximately one vehicle length into the drive-through lane, <br />112 <br />which we would seek some specific screen in the adjacent island for purposed of minimizing <br />113 <br />any changes in volume. Any complaints of speaker noise that cannot be resolved could make <br />114 <br />the CU subject to revocation. <br />115 <br />f. <br />Drive-through canopies and other structures, where present, shall be constructed from the <br />116 <br />same materials as the primary building and with a similar level of architectural quality and <br />117 <br />detailing. The current modification contemplated for the building includes the installation of <br />118 <br />a window and not a canopy. If such an improvement is proposed in the future, it will be <br />119 <br />required to be designed and include materials that complement the building. <br />120 <br />g. <br />A 10-foot buffer area with screen planting and/or an opaque wall or fence between 6 and 8 <br />121 <br />feet in height shall be required between the drive-through lane and any property line <br />122 <br />adjoining a public street or residentially zoned property or property in residential use and <br />123 <br />approved by the Community Development Department. In review of the proposed plan there <br />124 <br />appears to be room for additional plantings in the island proposed adjacent to the drive- <br />125 <br />through island, as well as in the side yard adjacent to County Road B2. The Planning <br />126 <br />Division recommends that decorative fencing (or possibly fence sections) 4 to 6 feet in <br />127 <br />height be installed along with a mix of shrubs and perennials within the island adjacent the <br />128 <br />drive-through. Further, additional evergreen and/or coniferous landscaping shall be installed <br />129 <br />in the boulevard adjacent to County Road B2 and the green area at the west of the property <br />130 <br />(rear yard) to block vehicle headlights. The Planning Division has concluded that a fence 6 <br />131 <br />to 8 feet in height would look out of place in the boulevard and potentially damage the <br />132 <br />existing trees.
