Roseville’s Development Review Committee, a body comprised of staff from various City <br />135 <br />departments, met on June18 and 25, 2015, to discuss the application. There were no concerns <br />136 <br />pertaining to the CU provided by members, other than those provided in the above analysis . <br />137 <br />A review of the proposed drive-through based on the current standards and <br />138 CONDITIONAL USE <br />criteria leads the City Planner to conclude that the use can meet all of the applicable <br />139 <br />requirements. <br />140 <br />Section 1009.02.E of the City Code requires the applicant to validate an approval of the <br />141 <br /> by the time construction of the proposed improvements related to the drive- <br />142 CONDITIONAL USE <br />through begins. If the approval has not been validated within one year, the approval will expire <br />143 <br />and become void. <br />144 <br />PC <br />UBLICOMMENT <br />145 <br />As of the date of printing of this report, the Planning Division has not received any calls or <br />146 <br />emails regarding the Conditional Use for the drive-through associated with the proposed new <br />147 <br />development. <br />148 <br />PSR <br />LANNINGTAFF ECOMMENDATION <br />149 <br />Based on the comments and findings outlined in the above sections of this report, the Planning <br />150 <br />Division recommends approval of the proposed pursuant to §1005.03 and <br />151 CONDITIONAL USE <br />§1009.02 of the Roseville City Code, subject to the following conditions: <br />152 <br />a. <br />The applicants shall work with the Planning and Engineering Divisions on the appropriate <br />153 <br />location of a painted crosswalk and possible sidewalk connections to facilitate a pedestrian <br />154 <br />connection from Rice and/or County Road B2 to the building. <br />155 <br />b. <br />The applicants will work with the Planning Division on the appropriate location and design <br />156 <br />of any menu board and speaker box for ordering. The speaker should not be audible form the <br />157 <br />property line. <br />158 <br />c. <br />The applicants shall submit a landscape plan that includes decorative fencing (or possibly <br />159 <br />fence sections) 4 to 6 feet in height be installed and maintained along with a mix of shrubs <br />160 <br />and perennials within the island adjacent the drive-through. Further, additional evergreen <br />161 <br />and/or coniferous landscaping shall be installed and maintained in the boulevard adjacent to <br />162 <br />County Road B2 and the green area at the west of the property (rear yard) sufficient to screen <br />163 <br />headlights. <br />164 <br />d. <br />Review and approval of the drive-through by the Community Development and Public <br />165 <br />Works Departments to determine whether actual tenant locating in end-cap and utilizing <br />166 <br />drive-through is an appropriate use, which may require additional conditions being imposed <br />167 <br />for pavement striping and/or signage for the effective operation of the drive through and site <br />168 <br />circulation, or possibly staff not being supportive of the use as it may cause the use and <br />169 <br />associated drive-through to be too impactful to the overall operation of the site. <br />170 <br />e. <br />The drive-through shall not result in backups onto the public streets nor create traffic hazard <br />171 <br />issues. If evidence of backups onto public streets occur or if accident data is evaluated due to <br />172 <br />the drive-through, this CU may be revoked in accordance with the procedure outlined in the <br />173 <br />City Code. <br />174 <br />PF15-012_RPCA_070115 <br />Page 5 of 6 <br /> <br />
