��� <br />� <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />Date: July 20, 2015 <br />Item No.: 10.a <br />City Manager Approval <br />Item Description: Adopt Ordinance Amending Title 2 of City Code: Commissions <br />BACKGROUND <br />On July 13 the City Council considered amendments to Title 2 of City Code — Commissions. <br />Additional input was gathered and suggested changes have been incorporated into the draft as <br />`Attachment A.' <br />The draft language will, among other things, provide consistent direction to all Commissions <br />regarding criteria for serving on a commission, attendance requirements, identification of a <br />process for removal of a commissioner, and details on how Commission ineetings should be <br />conducted. Each City Commission currently has chapters within the City Code. These chapters <br />have been modified to reflect the contents of new Chapter 201. <br />At the July 13 meeting, the City Council also discussed delaying appointments to the Human <br />Rights Commission (HRC) in order to allow the HRC to loolc at its duties and responsibilities <br />moving forward. Due to the current language in the ordinance requiring that vacancies be filled, <br />staff is proposing some additional language be added to the proposed amendments to Chapter 2 <br />so as to better give the Council flexibility in filling vacancies. <br />Specifically, staff has added language in Section 201.04(E) that states "The City Council <br />reserves the right to defer filling commission appointments far any length of time deemed <br />necessary". This language will allow the City Council to defer filling the vacancies on the HRC <br />as well as other commissions in the future. <br />Staff has also added language in Section 201.07(C) clarifying how quorums are determined <br />when there are vacancies. <br />POLICY OBJECTIVE <br />To provide a more consistent and uniform approach on how City Commissions operate. <br />BUDGET IMPLICATIONS <br />Not applicable. <br />STAFF RECOMMENDATION <br />Adopt ordinance amending various sections of Title 2 of City Code: Commissions. <br />REQUESTED COUNCIL ACTION <br />Motion to adopt Ordinance amending various sections of Title 2: Commissions <br />Page 1 of 2 <br />
