<br />EXTRACT OF MINUTES OF MEETING <br />OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />* * * * * * * * * * * * * * * * * <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br />of Rose vi lIe, County of Ramsey, Minnesota was duly held on the 12th day of January, <br />2004, at 6:00 p.m. <br /> <br />The following members were present: Schroeder, Maschka, Kough and Klausing, and the <br />following were absent: none. <br /> <br />Member Maschka introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION No. 10184 <br /> <br />SUPPORTING ALTERNATIVE VOTING METHODS IN LOCAL ELECTIONS <br /> <br />WHEREAS: In November, 2003, a sitting Roseville City Council member was elected <br />Mayor ofRoseville; and <br /> <br />WHEREAS: When the Council member assumed the office of Mayor in January, 2004, <br />a vacancy opened on the City Council; and <br /> <br />WHEREAS: The City Council has decided to hold a special election on April 20, 2004, <br />to fill the vacancy. The format of that election has not been finally <br />determined, but a decision needs to be made as soon as possible; and <br /> <br />WHEREAS: Current Minnesota law does not clearly allow statutory cities to use <br />alternative voting methods in their local elections. Because the burden and <br />expense oflocal elections falls mainly upon the locality, the locality <br />should have the authority to determine what voting method should be <br />used; and <br /> <br />WHEREAS: House File 1719 is authored by Rep. Jim Rhodes, and coauthored by the <br />two House Members representing Roseville, Carl Jacobson and Mindy <br />Greiling. It will be authored in the Senate by John Marty, who represents <br />Roseville. It clarifies that any city by ordinance may employ an alternative <br />voting system. <br />
