REQUEST FOR HRA ACTION <br />Date: 7-21-15 <br />Item No: 9a. <br />Staff Approval: Agenda Section: <br /> Action Item <br />Item Description: Extend Development Agreement with owners of 1840 Hamline <br />Requested Action <br />1 <br />2Authorize the extension of the Development Agreement with Jamie Crandall and Greg <br />3Tharaldson, the owners/builders of the new home on 1840 Hamline. <br />4 <br /> Background <br />5 <br />6Crandall and Tharaldson entered into a Development Agreement with the RHRA on <br />7September 30, 2014, that states that they will complete all aspects of the construction of a <br />8new home at 1840 Hamline Avenue and obtain a Certificate of Occupancy by July 31, <br />92015. The owners closed on the sale of the property and obtained their building permit <br />10on October 16, 2014. <br />11RHRA staff and the building inspections staff have been in frequent communication with <br />12the owner/builder throughout the process and has seen steady progress all along the way; <br />13however the owners have indicated that a number of challenges (e.g., being on a Ramsey <br />14County roadway and working with Xcel Energy to move a guidewire) are impacting their <br />15ability to meet the July 31 deadline. Staff recommends, and the building inspections staff <br />16supports, extending the deadline to be one year from when the permit was issued, which <br />17would be October 16, 2015. <br />18Following is an update regarding status of the home as of July 9, 2015, provided by the <br />19homeowner. <br />20Carpet-in, done <br />21Siding- on, done <br />22Appliances-in, done <br />23Electrical final inspection passed 7/7/15 <br />24HVAC final inspection passed 7/7/15 <br />25Kitchen Tile-in, grouting this week/end <br />26Wood flooring on main floor installed, being sanded and finished this weekend <br />27Wood flooring on stairs and upper hallway waiting for railing and banister <br />28installation <br />29Stairs. The railings and newel posts and spindles are ordered, but are special order <br />30and will not be here for at least another week. <br />31When flooring is finished, baseboard will go on main floor (next week) (7/13-7/17) <br />32Master bathroom-the 2 sinks and toilet are fully finished and working, but I decided <br />33to wait to put in a tub (maybe next year!) and the shower is not yet tiled.
