Minutes <br />HRA Meeting <br />Minutes – Tuesday, July 21, 2015 <br />Page 12 <br />1 <br />2 <br />As part of that, Chair Maschka suggested including a list of background work ongoing as part <br />3 <br />of the current and updated Strategic Plan. Ms. Raye acknowledged that request for <br />4 <br />constituency activities that continue ongoing and taking staff time; making sure – as previously <br />5 <br />requested by Member Wall – to be clear on work accomplished during the second quarter of <br />6 <br />2015. <br />7 <br />8 <br />Because the Strategic Plan had been put on hold, with the quarterly report to the HRA <br />9 <br />provided by staff as an update of their staff’s work plan, Ms. Kelsey noted that had not been <br />10 <br />accomplished for 2015 as it had been anticipated the Strategic Plan Update would be done <br />11 <br />sooner than now. Ms. Kelsey noted part of that was due to the delay in the City Council <br />12 <br />adopting their own Priority Policy Plan as well. Ms. Kelsey assured the HRA that staff would <br />13 <br />revert back to that type of reporting information and daily staff workload that had not been <br />14 <br />provided to the body this year to-date. <br />15 <br />16 <br />Motion: Member Etten moved, seconded by Member Wall to approve calling a special <br />17 <br />meeting at a date to be determined based on schedules; for the purpose of finalizing goals <br />18 <br />of the Strategic Plan Update. <br />19 <br />20 <br />Ayes: 5 <br />21 <br />Nays: 0 <br />22 <br />Motion carried. <br />23 <br />24 <br />10.Information Reports and Other Business (Reports by Staff and Board Members) <br />25 <br />Ms. Kelsey briefly provided updated monthly reports. <br />26 <br />27 <br />a.Land Use Report <br />28 <br />29 <br />b.Development Activity Report <br />30 <br />Ms. Kelsey highlighted a new bakery recently opened on Fairview Avenue and Terrace Drive <br />31 <br />called the “Grateful Table;” offering products with all natural ingredients; and also offering <br />32 <br />commercial bakery services to restaurants and hotels in the broader metropolitan area. Ms. <br />33 <br />Kelsey encouraged HRA members to support this local small business by attending their <br />34 <br />ribbon cutting ceremony, scheduled on September 15, 2015 at 3:30 p.m. with an open house <br />35 <br />and samples offered. Ms. Kelsey advised that this business would be highlighted in the City <br />36 <br />News newsletter, and served breakfast and lunch at this time, with five employees, but <br />37 <br />continuing to grow and expand their hours as demand grew, including offering cooking classes <br />38 <br />in the near future. <br />39 <br />40 <br />c.Update on Rental Licensing <br />41 <br />Ms. Kelsey provided an update on the rental licensing program, now undertaking its six month <br />42 <br />re-inspection process. As noted in the graph, Ms. Kelsey noted the success of the program and <br />43 <br />its educational nature to-date, especially in addressing safety elements. <br />44 <br />45 <br />Member Etten concurred, noting that of the twenty-seven buildings on the six month re- <br />46 <br />inspection schedule, twenty-six had moved to the top tier rating for inspections every three <br />47 <br />years; and only one remaining at the one year rating. Member Etten noted this greatly <br />48 <br />improved quality of life issues for tenants, owners/managers and for the entire community. <br />49 <br />50 <br />d.Foreclosure Report <br />51 <br />Ms. Kelsey noted numbers continued to tick down for foreclosure statistics, and avoiding <br />52 <br />displacement of families. <br />53 <br />54 <br />Discussion ensued regarding the normal number of foreclosures on a given year; projections of <br />55 <br />future numbers; and what more detailed information may be available from past GIS data <br /> <br />
