Minutes <br />HRA Meeting <br />Minutes – Tuesday, July 21, 2015 <br />Page 7 <br />1 <br />together to take action, Member Etten noted the HRA already being a partner in that process <br />2 <br />and at the same table. <br />3 <br />4 <br />Member Masche opined this was a magnificent area of Roseville with its location and <br />5 <br />amenities, and expressed disappointment that it experienced negative issues, suggesting it may <br />6 <br />be due to the multi-jurisdictional nature of that corridor along Rice Street. <br />7 <br />8 <br />Ms. Kelsey advised that several members of staff were participating with the working group. <br />9 <br />Ms. Kelsey also addressed that partnership provided by the HRA through seed money for the <br />10 <br />ECHO project, and favorable impressions and global interest expressed by others through that <br />11 <br />seed money, in developing videos in five different languages for tenants and owners of multi- <br />12 <br />tenant buildings to address their rights and responsibilities that may be outside their cultural <br />13 <br />norms. <br />14 <br />15 <br />E.While not in disagreement with this items, Member Etten suggested the exploration of land <br />16 <br />trusts as discussed at the last joint meeting with the City Council seemed not to be <br />17 <br />expanded this much, and this appeared to him as an addition to that initial discussion. <br />18 <br />19 <br />Member Elkins clarified that the HRA did not hold financing, and participants were still <br />20 <br />required to get a loan, but the land was owned by the trust, with several different land trust <br />21 <br />options available in Minnesota; and as noted by Chair Maschka, the house remained separated <br />22 <br />and only the value of the home could increase. <br />23 <br />24 <br />Ms. Raye noted that when the property was sold, only the improvements and shared equity <br />25 <br />were sold, with caps placed on the cost of the property that it would or could ever sell for and <br />26 <br />without market appreciation in order that it remain categorized as “affordable housing.” Ms. <br />27 <br />Raye opined it was a great concept, proven to work, and the neighborhood was not even aware <br />28 <br />of the designation of the property as such, blending it in with the neighborhood. <br />29 <br />30 <br />Goal 3. Continue to provide programming to support homeowners and businesses <br />31 <br />A.Member Etten suggested language revision as follows: “Continue helping residents sustain <br />32 <br />high quality residence\[s\]\[and first-time homeowners\] to make enhancements/upgrades.” <br />33 <br />Member Etten advised this addressed the crux rather than focusing on any eligibility <br />34 <br />requirements. <br />35 <br />B.Member Wall suggested changing language to read: “Business Recruitment” rather than <br />36 <br />only “Commercial.” <br />37 <br />C.While seeking to support and continue this effort, Chair Maschka suggested tweaking <br />38 <br />language; with Ms. Raye suggesting a change as follows: “Continue review and <br />39 <br />enforcement of the rental licensing program.” <br />40 <br />F.Consensus of the body was to revise to include “marketing efforts” as part of this <br />41 <br />initiative. <br />42 <br />G. At the request of Member Masche, Member Etten clarified that the intent of this initiative <br />43 <br />was specific to businesses education. <br />44 <br />H.By consensus, the body added an additional item specifically addressing continuing to <br />45 <br />provide area realtor continuing education opportunities and license credits.” <br />46 <br />47 <br />Goal 4. Retain and attract desirable housing and businesses that leads to employment, <br />48 <br />investment, and commitment to the community <br />49 <br />A.Member Wall, with consensus of the body, suggested changing “might” to “will.” <br />50 <br />B.Ms. Raye noted the repetition of some areas addressing affordable housing, referencing <br />51 <br />Initiative “C” immediately after this initiative “B.” Ms. Raye advised that the intent was <br />52 <br />to capture the additional role of the HRA as advocates and to be more visible and vocal for <br />53 <br />affordable and sustainable housing. Ms. Raye noted the disappointment expressed by <br />54 <br />many in the rejection by the City Council last night of the Sherman Apartment Project. <br />55 <br />Using that as an example, Ms. Raye asked the HRA if it was the role of the HRA to be <br /> <br />
