Minutes <br />HRA Meeting <br />Minutes – Tuesday, July 21, 2015 <br />Page 6 <br />1 <br /> focus so much on replacement of substandard housing, but with little land available in the <br />2 <br />community, to assemble vacant lots or land that is critical or strategic for development of <br />3 <br />quality housing. <br />4 <br />5 <br />Member Etten asked if this was the same program discussed and used for the 1840 Hamline <br />6 <br />Avenue project. <br />7 <br />8 <br />Chair Maschka advised that it was not, but addressed critical infill sties larger than a single <br />9 <br />housing parcel, as identified by the map provided by Mr. Bilotta to garner control with a <br />10 <br />request for proposals and receiving neighborhood input (e.g. Old Highway 8 site). <br />11 <br />12 <br />The consensus was to change Item B to read “Infill Projects.” <br />13 <br />14 <br />Goal 2. Join in partnership with other City and County entities on major initiatives that have <br />15 <br />city-wide or regional impact <br />16 <br />A. Chair Maschka clarified that this was intended to explore what if any relationships were <br />17 <br />available by engaging the U of MN and/or University of Northwestern, and explore <br />18 <br />stronger relationships with their administration to address issues in the community with <br />19 <br />student housing, not to use them to deal with student housing. Chair Maschka noted the <br />20 <br />need to address specific issues in those areas of Roseville in using single-family housing <br />21 <br />as rentals for multiple students, creating various code enforcement violations and <br />22 <br />problems (e.g. parking, too many tenants per square feet). <br />23 <br />24 <br />Ms. Raye clarified that the intent was not working with the colleges to build new housing <br />25 <br />stock, but working to address existing problems due to the considerable student housing in <br />26 <br />Roseville. <br />27 <br />28 <br />With concurrence by Chair Maschka, Member Etten noted the need to address student housing <br />29 <br />issues in residential areas or that bleed into residential areas, changing the composition of the <br />30 <br />neighborhood. <br />31 <br />32 <br />B.Chair Maschka, with the assistance of Ms. Raye, suggested changing this to a more <br />33 <br />holistic approach, by addressing collaborative efforts to transform SE Roseville; whether <br />34 <br />that meant the HRA facilitated that collaboration or was simply a member or stakeholder <br />35 <br />at the table. <br />36 <br />37 <br />Chair Maschka opined that the project would require the cooperation and collaboration of <br />38 <br />many parties; but he didn’t know at this time who should serve as the lead. However, Chair <br />39 <br />Maschka noted the need for the HRA to develop strategic partnerships to address the many and <br />40 <br />varied issues. <br />41 <br />42 <br />Ms. Raye suggested changing the initiative to read: “Develop strategic partnerships for a <br />43 <br />holistic solution for SE Roseville.” Consensus of the board was to change wording <br />44 <br />accordingly. <br />45 <br />46 <br />Member Etten suggested, with concurrence by Chair Maschka and Member Etten, to retain <br />47 <br />initiative “C” as that affected a broader segment of Roseville beyond SE Roseville itself. <br />48 <br />49 <br />At the request of Member Masche, Chair Maschka and Member Etten reviewed some of the <br />50 <br />efforts and agencies working collaboratively on SE Roseville issues (e.g. Roseville Police <br />51 <br />Department and Police Foundation) and creation of the Se Roseville working group and <br />52 <br />neighborhood association, now drawing in neighboring jurisdiction police departments, and <br />53 <br />Ramsey County involvement and interest of commissioners, as well as the mayors of <br />54 <br />Maplewood, and northern portion of St. Paul.
