Further, a new statement of these finding is not a part of <br />49 <br />this RPCA because nothing is proposed to change as a result of the request for renewed <br />50 <br />approval of the existing interim useexcept for the expiration date. <br />51 <br />The approval of the existing interim usedid, however, include a condition item “c” of the interim <br />52 <br />use findings to address the storm water issues on the property in order ensure that the approved <br />53 <br />building area didn’t exacerbate those issues.So long as the storm water device installed to satisfy <br />54 <br />the conditions of approval for existing interim use is properly maintained, the Public Works <br />55 <br />Director, Marc Culver,believes that it adequately mitigates the additional storm water runoff <br />56 <br />generated by the existing temporary classroom facility. The Public Works Director also noted, <br />57 <br />however, that Corpus Christi, the City, and the watershed district are all interested in addressing <br />58 <br />the long-standing storm water issues on the property, likely by the installation of another storm <br />59 <br />water device along Fairview Avenue. Final details of design and funding have yet to be worked <br />60 <br />out, but Mr. Culver is hopeful that such a device can be implemented in the foreseeable future. <br />61 <br />Roseville’s Development Review Committee (DRC) reviewed this application on June 18and <br />62 <br />30, 2015. In addition to the above zoning and storm water comments, the DRC observed that a <br />63 <br />Sewer Availability Charge (SAC) was paid to Metropolitan Council that was commensurate with <br />64 <br />the anticipated 3-year lifespan of the building and that the applicant or property owner would be <br />65 <br />responsible for payment of additional SAC corresponding to the continued use of the structure. <br />66 <br />The recommended expiration of a renewed interim use approval is the end of the 2018 calendar <br />67 <br />year. This is intended to allow for use of the facility over fouracademic years, as requested, <br />68 <br />ending in May/June 2018, and allowing the remaining 6 –7 months of that year for the removal <br />69 <br />of the facility. <br />70 <br />PC <br />UBLIC OMMENT <br />71 <br />An applicant seeking approval of an interim use is required to hold an openhouse meeting to <br />72 <br />inform the surrounding property owners and other interested individuals of the proposal, to <br />73 <br />answer questions, and to solicit feedback. The open house for this application was held on June <br />74 <br />17, 2015. Some of the feedback received at the open house related to the untidy appearance of <br />75 <br />the exterior of the facility, and HIH had requested additional time to attempt to address some of <br />76 <br />that feedback. A brief summary of the open house meeting provided by the applicant, as well as <br />77 <br />other written feedback provided by attendees is included with this staff report as Attachment C. <br />78 <br />At the time this report was prepared, Planning Division staff hasnot received any additional <br />79 <br />communications from members of the public about the request for renewed approval. <br />80 <br />RA <br />ECOMMENDEDCTION <br />81 <br />By motion, recommend renewed approval of the temporary classroom facility as an interim <br />82 <br />use <br />at 2131 Fairview Avenue, based on the comments and findings of this report,andsubject to <br />83 <br />thefollowingconditions: <br />84 <br />a.The applicant shall maintain the yard and the draintile device, which was installed to <br />85 <br />satisfy the conditions of approval of the existing interim use, so as to ensure the <br />86 <br />continued, proper functioning of thatrequireddrainage system; <br />87 <br />b.The applicant shall work with Metropolitan Council to address and resolve any additional <br />88 <br />SAC obligation resulting from extendedoccupancy of the temporary classroom facility <br />89 <br />PF13-010_RPCA_080515 <br />Page 3of 4 <br /> <br />
